Job Description:

SUMMARY

The Healthcare Associated Infections (HAI) Program in the Center for Health Care Quality, California Department of Public Health, is responsible for the prevention, surveillance, and reporting of infections in California as mandated by Health and Safety Code.  With support from federal funding, the HAI Program employs infection preventionists, public health educators, epidemiologists, and other staff to develop strategies and perform activities for the prevention of HAI and antimicrobial resistant infections associated with the receipt of healthcare.

Under the general supervision of the Medical Director & Chief in the Healthcare Associated Infections (HAI) Program, the HAI/AR Principal Program Manager is responsible for the organization and documented execution of federally funded HAI Program initiatives. The role requires providing administrative programmatic oversight and coordination across teams to ensure progress and performance measures are met and program goals are achieved.  The incumbent uses demonstrated high-level expertise in program management to support and advance the HAI Program mission to ensure safe healthcare for all Californians.

The salary range for this position is $117,996.00 to $140,004.00 annually.

Essential Functions


  • Directly support the HAI Program Medical Director & Chief with administrative programmatic oversight of federally funded initiatives.

  • Establish tools and processes that support HAI Program project and program management.

  • Manage processes for measuring, tracking, and reporting out on project milestones against program goals and funding requirements.

  • Coordinate multiple federal funding allocations, complying with varied timelines and deadlines for reporting progress and expending funds.

  • Maintain required documentation of approved projects, performance measures, outcomes, relevant data, and associated expenditures.

  • Communicate across HAI Program teams to assess project progress and needs.

  • Coordinate and manage project cross-team inter-dependencies, evaluating any risks and issues arising.

  • Actively identify and drive resolution on cross-team issues, scope changes, resource constraints, and other impediments.

  • Track federally funded positions and provide oversight and assistance as needed to fill vacancies.

  • Produce memos, reports, and presentations for internal and external audiences highlighting projects’ progress, successes, and challenges.

  • Monitor funds and actively manage resource usage across projects, identify areas for improvement, and look for ways to optimize efficiency.

  • Propose budget amendments as needed to accomplish objectives and to ensure complete expenditure of awards.

  • Maintain effective communication with CDPH and Heluna Health staff responsible for fiduciary oversight and engage in problem solving to ensure activities are advancing.

  • Develop initial spending plans and budget justifications for proposals

  • Proactively assist the Medical Director & Chief in determining requirements and deadlines for responses to federal funding announcements and progress reports.

  • Assist in the preparation of funding applications and progress reports by handling the details of proposal preparation and administration and assembling the application for submission.

  • Provide guidance to HAI Program leaders and staff on information needed to prepare and submit proposals and progress reports on time.

  • Interact with other departments and agencies to facilitate the development, submission, and administration of grant proposals and progress reports, including developing and reviewing spending plans and budget proposals.

  • Develop and maintain a master grants calendar of deadlines, progress measure reporting, and other important dates.

  • Perform other duties as assigned.

Job Qualifications


  • Administrative program management experience required

  • Grant or contract management experience desired 

Education/Experience


  • Master’s Degree from an accredited college or university in fields of health or human services, public administration, or business.

  • At least 5 years of relevant, full-time work experience in government, consulting, program administration, or related field; direct experience in government strongly preferred.

  • Experience in program and project management with demonstrated track record of delivering superior-quality results.

  • Experience with budget development and management, grant administration, and/or contracts management.

  • Experience in professional or technical writing.

  • Strong capacity to identify and elevate critical information and produce synthesis for colleagues.

  • Demonstrated ability to handle sensitive information in a confidential manner.

  • Excellent written and oral communication skills with proven ability to write, edit, and organize thoughts in a clear, concise, and well-organized manner.

  • Strong proofreading skills.

Remote/hybrid locations will be considered with a requirement to work in the office in Richmond, CA on occasion.
