West Virginia University Health Sciences Center Facilites & Services is currently accepting applications for a Manager. Reporting to the Assistant Director of Facilities at the Health Science Center, this position will be responsible for the operation of the HVAC highly technical and critical environmental building control systems in a high research and animal laboratory complex.  This position will have direct supervision of trades workers and budget for this shop area.  This responsibility will also include coordination of contracted services, work on all types of refrigeration units.  And metal fabrication work all at HSC Facilites.

 What you'll do:


  • Set vision and develop departmental goals objectives to deliver highly technical maintenance skills and timely services to exceed customer satisfaction.

  • Provide leadership to staff through continuous feedback as to effectiveness, performance, quality and customer service levels.  Operate in a “for profit” mind set.

  • Develop, implement, train and measure staff performance based on department objectives and metrics.  Train staff on proper safety procedures and observe workforce in the field to ensure compliance.   

  • Assess employee skill levels and identify appropriate training for improvement.  

  • Utilize computerized maintenance software to evaluate department efficiency, identify call back issues, repetitive problems etc. and to evaluate metrics.  Apply these metrics to preventive maintenance, cost tracking, manpower, materials and compliance to priority codes and objectives. 

  • Manage the building systems monitoring systems for HVAC equipment which will include critical set points for OLAR and research areas. 

  • Develop and execute an operating budget in excess of $250,000.  Develop and implement plans for repair and maintenance to include identification, prioritization, budget development, design and scheduling.  Ensure associated maintenance, repair and alteration requests meet all applicable codes and assigned deadlines.  

  • Manage over $500,000 annual personnel budget ensuring overtime budgets are met while supporting after hours events and emergencies.   






Qualifications



Bachelor's degree in mechanical, electrical or systems engineering or a related discipline. Completed coursework directly related to mechanical, electrical, or systems engineering and experience in facilities engineering, HVAC or mechanical maintenance with provides the knowledge, skills and abilities to perform the essential duties and responsibilities of the job may be considered.


A minimum of 3 years of overseeing and leading HVAC repairs and maintenance, DDC controls programming, sheet metal fabrication and refrigeration maintenance and repairs. Experience leading or supervision work crews.


Demonstrates expert level of knowledge of building systems, how they operate and interactions between system variables.
Ability to troubleshoot and analyze complex system indications and formulate corrective actions based on analysis.
Strong computer skills MS Suite, AutoCad and building automation software.
Ability to perform testing and analysis using meters, laser alignment tools and vibration analysis.
Ability to function in a high stressful situation.
Ability to read complex mechanical electrical diagrams, blueprints and drawing, advised technicians on troubleshooting techniques, and crate or alter sequence of operation.
Broad knowledge of technology with ability to integrate new technology into existing system or new system design.
Understanding of wireless control systems, BAC net and internal chiller control systems.
Knowledge of HVAC, mechanical and electrical maintenance and systems integration with respect to daily operation, preventive maintenance, repairs, alterations and renovations.
Ability to maintain operations within a defined budget.
Ability to manage a cross functional team comprised of multiple skilled trades to complete assignment, tasks and repairs on schedule.
Knowledge of Federal, State and local codes.
Ability to manage multiple large projects at a time.
Ability to function with minimal supervision/direction and lead by example.
Ability to participate in medical monitoring program.



About WVU



Valid Driver's license.


Documented proficiency in software management systems(Siemen's technology)
Commercial Certification. Universal EPA certification.


Daily: Incumbent will be required to perform frequent physical exertion such as the lifting of very heavy items (more than 50 pounds), deep bending, climbing, crawling and/or working in difficult or cramped positions for long periods of time.
