General Summary

The Manager, Payroll will be the primary point of contact for interfacing with employees, company leaders, HR, and external parties relating to payroll matters. This position is responsible for managing the daily activities of the Payroll Department including developing procedures and supervising the preparation, documentation and disbursement of payroll. This position will also be responsible for maintaining and further developing system tools used in the payroll function. The Manager, Payroll has a thorough understanding of payroll and is the subject matter expert in the areas of pay practice and tax.

Principal Responsibilities

The Manager, Payroll will:

  1. Manage and guarantee disbursement of bi-weekly payroll, including garnishments, benefits, taxes and any irregular payments.
  2. Work with HR to maintain and further develop the current human management solution, ADP Workforce Now and Enhanced Time (e-Time).
  3. Work directly and with HR and employees as needed to resolve payroll issues.
  4. Supervise payroll staff and work to develop and expand team member capabilities.
  5. Oversee and manage payroll related taxes, retirements (401K, 403B, 457), garnishments, liens and all benefit deductions.
  6. Ensure processing of new hires, transfers, terminations, and employee changes are correctly processed.
  7. Assist with gathering information required for internal and external audits, prepare requested schedules, and work directly with auditors. Ensure proper governmental reporting and compliance.
  8. Review and analyze current payroll processes, tax and benefit procedures and system calculations in order to recommend and implement changes leading to best-practice operations.
  9. Work with Accounting in producing payroll reports supporting journalizing payroll transactions and in reconciling payroll-related General Ledger accounts.
  10. Manage regular preparation of relevant payroll reports and develop new ones as needed.
  11. Manage payroll related projects and be the Finance Department lead for software upgrades and enhancements.
  12. Perform continuous reviews and be proactive so as to improve processes, data, and payroll processing accuracy.
  13. Perform all other duties that may be assigned in the best interest of the Shirley Ryan AbilityLab.
Reporting Relationships

  1. Reports directly to the Associate Director, General Accounting.
Knowledge, Skills & Abilities Required

  1. Bachelor's degree is required. CPP designation is preferred.
  2. Minimum 7 years of payroll related experience, with at least 1 year in a supervisory capacity.
  3. Extensive knowledge of ADP including Workforce Now and Enhanced Time (e-Time).
  4. In depth knowledge of laws around garnishments, subpoenas and payroll compliance.
  5. A collaborative leader who is a skilled communicator. Must be able to effectively communicate with leadership and staff.
  6. Working experience with payroll tax at the federal and state levels.
  7. Proficient level ability with the Microsoft Office Suite (primarily Excel and Word).
  8. Demonstrated ability to develop a plan of action to achieve a particular goal or objective.
  9. Demonstrated ability to meet or exceed objectives through effective and efficient use of staff, procedures, policy, systems and processes.
  10. Able to listen and relate well to others, while tactfully and effectively expressing opinions.

Working Conditions

  1. Normal office environment with little or no exposure to dust or extreme temperature.
