Job Description

The State & Local ("S&L") Tax Manager supports the day-to-day activities of US tax operations for both the life and Nonlife companies, including the state income and premium tax provisions; state income, premium, and sales & use tax compliance; estimated payments; true ups; cash settlements, payable analysis, and internal management reporting dashboards. This role will also oversee miscellaneous tax compliance and assessments and will oversee any outsourced processes/compliance which will require collaboration with external consultants (i.e., premium taxes and state income taxes). The S&L Manager will be involved in responding to information requests related to state audits and may require involvement with strategic initiatives and technical issues.

Individual Accountabilities:

State Income Tax Provisions


  • Prepares, analyzes and/or reviews state income tax provisions including true-ups, cash settlements, and maintenance of balance sheet SOX / MAR controls.

  • Prepares and reviews internal management reporting, and external financial statement disclosures.

  • Assist in analyzing changes in accounting principles or tax law. +

State Income Tax Returns


  • Prepare and / or review of state returns, supporting documentation, and disclosures.

  • Assists with technical review of transactions.

  • Assists with tax law change analysis, technical research, etc.

  • Assist with responding to information document requests pertaining to state tax audits.

Tax planning

  • Participate in tax planning initiatives or quantifying state & local tax impacts of company strategic initiatives.

State Premium Tax Returns


  • Prepares, analyzes and/or reviews state income tax provisions including true-ups, cash settlements, and maintenance of balance sheet SOX / MAR controls.

  • Prepares and reviews internal management reporting, and external financial statement disclosures.

Management of Sales and Use Tax Compliance

Automation initiatives as it pertains to state income, premium or sales and use tax

Managing staff


  • Responsible for performance-management related activities for assigned area, such as goal setting, monitoring goal completion, on-going coaching, performance appraisals, and discussions

  • Participates in strategic and tactical goal setting for the group and is accountable for delivering results

  • Participates in ongoing professional education

  • Other duties as assigned

Job Requirements:


  • Bachelor's degree in accounting or finance required

  • Master's degree in Tax or commensurate education / experience desired

  • C.P.A. (Certified Public Accountant) or similar designation

  • Typically, 5-7+ years of experience with at least 5+ years dealing with corporate tax and/or relevant issues and a min. of 5 years of people management experience

  • Proficiency in state tax provisions for financial accounting and reporting

  • Proficient in federal to state modifications to taxable income

  • Proficient in state specific tax rules including filing requirements, apportionment, elections, etc.

  • Insurance specific knowledge of premium taxes, retaliatory concepts, guaranty fund assessment and credits desired

  • Experience with process improvements and utilizing technology to minimize efforts.

  • Strong organizational skills

  • Strong communication skills

  • Proficient in managing workflow and deadlines

  • Solid research skills

  • Coaching and mentoring

Decision Authorities:


  • Reports to AVP of US Tax

  • Will work collaboratively with US Tax Reporting and Compliance team members, members of tax legal, tax planning and external consultants
