About the Team

Mizuho U.S. Operations (“MUSO”) Regulatory Risk Group – Regulatory Issue Management (“RIM”) Team is responsible for management of Risk’s relationship with Regulatory Authorities that perform oversight of MUSO. The MUSO RIM Team also performs an oversight and management of the MUSO Regulatory Issue Management Framework to ensure all regulatory issues are properly evaluated, managed, addressed and validated.

Summary

The Regulatory Issue Management Team is seeking an Assistant Vice President to support the MUSO Regulatory Issue Management Framework as well as Regulatory Affairs (Risk) and Regulatory Examinations (Risk). The AVP will be responsible for assisting the Director with the management of the MUSO RIM process, including but not limited to various reporting as well as the management of a GRC tool, and regulatory examination preparations and regulatory affairs coordination for the Risk Management organization. The AVP will be expected to liaise/collaborate with relevant, firm-wide stakeholders to ensure regulatory deliverables are comprehensively addressed in a timely manner. In addition, the AVP will have the opportunity to be involved in various regulatory remediation projects across the firm as well as the assessment of potential expansion of the MUSO RIM framework in the Americas. This newly created position sits within the Regulatory Risk Group in Americas Risk Management.

Principal Responsibilities


  • Assist in managing the Regulatory Issue Management process across MUSO, including but not limited to:


  • Maintain the MUSO Regulatory Issue Management Standard (ad hoc updates and annual review).


  • Organize and engage in various internal stakeholder meetings regarding regulatory issue remediation. Create and distribute detailed meeting minutes post discussion.


  • Draft Management Response Letter to address regulatory findings written in supervisory letters.


  • Track remediation updates from Issue Owners and Plan Owners and provide thorough review and challenge to ensure regulatory issues are being addressed comprehensively in a timely manner and in line with regulatory expectations.


  • Facilitate escalation and resolution of any material issues, delays or stakeholder conflicts in ongoing remediation actions.


  • Prepare for the monthly Regulatory Issues Management Forum, which includes creation of necessary meeting materials and reporting packages. Document material discussions as needed.


  • Create regular reporting and presentations regarding regulatory issues for various internal and external stakeholders and committees.

  • Manage the integrity of regulatory issue data and RIM workflow in the GRC tool – ARCHER:


  • Ensure data integrity of all the regulatory issues recorded in the system.


  • Support the ongoing development and maintenance of the Regulatory Issue Management module.


  • Proactively seek streamlining or enhancement opportunities and discuss potential impact of changes with the Director.


  • Actively participate in the weekly Archer Governance call and understand the impact of enhancements made to other issue management modules to the RIM module.


  • Conduct UAT to ensure system integrity on new deployments and enhancements.


  • Liaise with Archer IT Support to ensure resolution of issues raised by RIM stakeholders.


  • Provide periodic training to various RIM stakeholders and maintain/update Archer User Guide.

  • Exam Management and Regulatory Affairs for Americas Risk Management:


  • Assist with the central coordination role for preparation of regulatory examination, meetings, inquiries and ad hoc requests for Americas Risk Management.


  • Liaise with the Compliance functions and actively participate in examinations and regulatory meetings.


  • Create and distribute detailed meeting minutes post discussion.

  • Assist in Enhancing Regulatory Awareness within Americas Risk Management:


  • Assist with analysis of key changes to regulatory guidance to assess the level of impact to the current Risk management practices.


  • Develop strong internal network across businesses and control functions in order to maintain detailed knowledge of the internal strategy and practices


Qualifications


  • Bachelor’s degree or equivalent required.


  • 4+ years of relevant work experience in financial services


  • Banking/Regulatory Knowledge:



  • General knowledge of financial products and businesses, including loans, underwriting business, products in the securities markets, futures and derivatives, operations in a bank’s treasury department, market credit, operational risks and supporting IT systems


  • Familiarity with the regulatory oversight process as it relates to FRB, CFTC, FINRA, NFA, SEC and other U.S. Regulators.


  • Some experience in review of regulations related to bank holding companies/intermediate holding companies (bank regulatory capital requirements under FRB guidelines and Basel Accords, enhanced prudential standards under Dodd-Frank and Volcker Rule requirements).


  • Technical Skills:


  • Excellent verbal and written communication skills, including high level of attention to details.


  • High proficiency in all of Microsoft Office Suites, especially Excel and PowerPoint.


  • Ability to work with GRC tools, including proposing and executing enhancements and assessing the impact to end users, reporting, etc.


  • Execution Skills:


  • Excellent organizational skills to accommodate difficult deadlines across multiple regulators and businesses.


  • Ability to execute BAU programs and operations with some supervision.


  • Ability to develop strong internal network across businesses and control functions in order to address regulatory deliverables in a timely manner.


  • Experience in operating in large, complex organizations.
