Job Summary


The Deputy Director of Complaint Management supervises management of all incoming complaints and provides policy and staffing recommendations to the Title IX/EEO Officer. Additionally, the incumbent acts as the Title IX/EEO Designee in matters pertaining to Title VII, Title IX and the Violence Against Women Act (VAWA), including oversight of all initial reports, Incident Response Team (IRT), Case Management Team (CMT), and Targeted Preventative Education Meeting (TPEM) activities. The incumbent also conducts educational initiatives for highly sensitive/complex complaints of discrimination, harassment, sexual violence and retaliation; prepares and submits to the UCSF Clery Act Compliance Coordinator any Clery reportable crime(s) that have been reported to OPHD; conducts extensive research on state and federal laws regarding discrimination and equal opportunity laws and regulations; and develops and implements training programs and workshops designed to educate the University community about sexual violence, discrimination and harassment prevention and response.



The incumbent represents OPHD in various university internal, external, and systemwide meetings as a subject matter expert. Responsible for the resolution of non-formal complaints of discrimination, sexual harassment, sexual violence, and retaliation. Serves as the primary point of contact for all relevant internal parties at UCSF and/or external representatives, ensuring professional and timely communications. Acts as a resource and provides advice and assistance on highly sensitive or difficult Title IX matters as well as complex matters of law and policy. Consults with Campus Human Resources, Risk Management, Office of General Counsel, Academic Units, Academic Affairs, UC San Francisco Police Department, and other UC administrators and departments as appropriate, in resolution of discrimination, harassment, sexual violence and retaliation complaints. Works cooperatively with federal and state agencies in responding to sexual harassment and discrimination complaints filed against the University, including the Department of Fair Employment and Housing (DFEH), the Equal Employment Opportunities Commission (EEOC), the Office for Civil Rights (OCR), and the Office of Federal Contracts and Grants (OFCG). Authors detailed, well-written, and confidential correspondence, alternative resolution agreements and investigative reports Provides expert-level knowledge in a compliance specialty program, or multiple programs. Ensures the location has comprehensive processes for investigations and coordinated responses for compliance programs. Works on most complex issues with limited or no precedence, where analysis of situations or data requires an in-depth evaluation of variable factors. May be recognized as an expert in the external industry.

The Office for the Prevention of Harassment and Discrimination (OPHD) supports the University's policies prohibiting discrimination against or harassment of any person on the basis of their membership in a protected category and is responsible for preparing UCSF's written affirmative action plan for minorities and women, persons with disabilities, and covered veterans. Required Qualifications


  • Bachelor's degree in related area and / or equivalent experience / training.

  • Minimum of ten years of related experience.

  • Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

  • Expert knowledge of ethics and compliance policies, procedures and programs. Demonstrated grasp of ROI concepts.

  • Experience investigating discrimination, sexual harassment, or other equivalently sensitive allegations in an empathetic and confidential manner.

  • Expert knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

  • Demonstrated ability to mediate effectively between and among all levels of academic and staff personnel and students.

  • Demonstrated understanding of the relevance of trauma in the context of sexual violence (for example, the neurobiology of trauma and trauma-informed investigation techniques).

  • Demonstrated skill, sensitivity and experience interacting with constituents who are diverse in characteristics such as age, education level, race, gender identity and expression, ability, and socioeconomic backgrounds in a culturally competent manner.

  • Advanced knowledge of federal and state laws and regulations, case law, and guidance related to discrimination, sexual harassment, and sexual violence in in the educational and employment setting.

  • Expert knowledge of the complexities of sexual harassment, including sexual violence, in the postsecondary setting.

  • Demonstrated written and oral communication skills; builds rapport in an open, friendly, and accepting way; listens attentively.

  • Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature; critical thinker. Ability to apply policy and legal concepts to issues.

  • Applies sound principles and standards in completing highly complex and technical assignments.

Preferred Qualifications


  • Juris Doctor (J.D.) or professional degree in law.

  • Professional certification(s) applicable to job responsibilities.

  • Experience in supervising and mentoring professional staff who investigate discrimination, sexual harassment, and sexual violence allegations.
