SUMMARY: Responsible for providing full-service support and subject matter expertise professional services contracts supporting federal, state, and local governments. Envisions, builds, implements, and directs full-spectrum staffing solutions for professional services contracts that ensure both profitability and performance goals are met.

GENERAL RESPONSIBILITIES: Develop complete staffing solutions, to include price-to-win strategies, for professional services contracts. Visualize, build, and manage mature processes and infrastructure that will enable Crowley Human Resources and Talent Acquisition teams to best support growth in Crowley Solutions in the public sector. Support the business in architecting staffing solutions and supports program managers to help create staffing optimization strategies for contracts in execution. Partner in building work breakdown structures that ensure mission accomplishment in line with a government Performance Work States (PWS) or Statement of Work (SOW). Develop recruitment plans, search strategies, and target lists of potential candidates and competitor companies. Develop and employ automated management and decision supporting tools such as dashboards, reports, and alerts to enable optimized and cost-efficient staffing solutions for government contracts. Effectively conduct pricing market research and analysis to better compete in the market. Partner with finance and contract team to forecast the financial and other resources needed to complete a project within a defined scope.

EDUCATION: Bachelor's degree in business, human resources or a related field from an accredited college or university; or a combination of post high school and equal experience may be substituted for education.

EXPERIENCE: 5 - 8 years of progressive recruiting experience preferably within a government or defense contractor role, including performing market compensation analysis and price-to-win strategies for government contracts in the professional services market.

TECHNICAL PROFICIENCY: Proficient with Microsoft Office products, including Word, Excel, PowerPoint, Outlook and SharePoint. Working knowledge of human resources management principles and practices.

COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships. Ability to prioritize, organize and perform multiple work assignments simultaneously. Ability to demonstrate effective customer service skills. Ability to interpret and apply related federal, state and local laws, ordinances, rules and regulations. Ability to evaluate applicant information and determine eligibility. Ability to effectively manage projects that may vary in nature and scope. Knowledge of principles, practices, and standards of human resources management.

OTHER: Ability to obtain a DoD clearance.

JOB SCOPE: Position impacts multiple business units/segments.

WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.

FLSA Status: The position is Exempt. May require the ability to work overtime to meet required deadlines. All work rules, including those that pertain to safety and health are expected to be respected and complied with.
