We are currently seeking a Police Captain who will advance the institution’s proud tradition of excellence in academics, student life and community service.
 
The Opportunity
 
You: Service-minded law enforcement leader.  Community minded with the ability to forge cooperative relationships for the express purpose of proactively establishing a safe a secure environment for students to have the ultimate student experience. 
 
Your mission: We’ll rely on you to provide leadership and staff development in community relations with the emphasis of establishing a cooperative relationship with the college community, Student Service and Staff areas.  You will daily to identify broad-based strategies to improve customer services and build customer relations with the college students and staff members of HCC.

In this role, you will actively develop and administer programs that will foster and build community relations.   You will also be in the position to leverage all of your expertise in law enforcement as you develop and implement a “Service Officer Training Program” at each college.

SUMMARY
Provide leadership and staff development in community relations with the emphasis of establishing a cooperative relationship with the college community, Student Service and Staff areas and identify broad-based strategies to improve customer services and build customer relations with the college students and staff members of HCC. Develop programs, policies and procedures to devise the most efficient methods of accomplishing the work of the Houston Community College Police Department. In the absence of the Chief of Police shall assume responsible control of the department.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.  Other duties may be assigned.
 
Develop and administer programs relative to building community relations with an emphasis on customer service for students and staff.
 
Develop and implement a “Service Officer Training Program” at each college. The Officer will be the Police Department’s liaison and work closely with student government.
 
Manage the Police Department’s Training Division developing crime prevention programs, brochures, and public presentations throughout the institution.
 
Develop crime prevention awareness programs, making presentations throughout the college system.
 
Provide administrative support to the Chief of Police, serving on the Chief’s executive staff and provides technical and operational advice to the Chief of Police and his executive staff.
 
Assist in developing and maintaining department policies and procedures.
 
Ensure compliance with all federal, state and local laws.
 
Manage assigned operations to achieve departmental goals.
 
Assist in the development of short and long-range plans, coordinates activities with other departments and agencies as needed.
 
Review and evaluate training programs and services determining whether they meet department goals and mission.
 
Make presentations to supervisors, boards, commissions, civic groups and the general public as assigned.
 
Assist in preparation of a variety of studies, reports, and related information for decision making purposes; conducts research, analysis, and prepares recommendations regarding proposals for programs, grants, services, budget, equipment, etc.
 
Attend meetings in absence of Chief of Police.
 
Attend/conduct regularly scheduled staff meetings.
 
Other duties as assigned by the Chief of Police                                                               
 
QUALIFICATIONS 
To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above.  The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
 
EDUCATION
Bachelor’s degree in Criminal Justice, Public Administration or related field required; eight (8) years directly related work experience may be substitute in lieu of degree.   
 
Texas Peace Officer License with a Master certification from the Texas Commission on Law Enforcement required.
 
Requires TCOLE certifications directly related to the job, as specified on a job description i.e., Instructor’s Certification, Firearms Instructor, Crime Prevention Inspector, etc.
 
EXPERIENCE
Five (5) years of law enforcement experience in a supervisory position of Sergeant and above.
 
Experience in higher education setting is highly desirable.
 
KNOWLEDGE, SKILLS, AND ABILITIES
Require a thorough understanding of both theoretical and practical aspects of law enforcement policies, crime prevention disciplines and Higher Education Policing
 
Ability to communicate effectively with a culturally diverse community
 
Ability to communicate effectively with all levels of HCCS personnel
 
Ability to communicate effectively in writing
 
Strong supervisory skills
