SJS Executives, LLC (SJS), also doing business as SJS Industrial, is a Small Disadvantaged Veteran Owned Small Business (SDVOSB) that is seeking a self-motivated, articulate, and meticulous military-federal Proposal Writer with prior Seaport Next Generation (NxG) experience to work at our headquarters facility located in Virginia Beach, VA. SJS typically bids on engineering, construction management, logistics/warehouse, and professional services contracts for the Navy.

The work will be government deadline driven and fast paced, but there will be opportunities to earn bonuses in addition to the base salary when there are contract wins.

The Proposal Writer will develop compliant proposals in response to government solicitations including composing technical and past performance volumes, filling in required forms and documents in the Request for Proposal (RFP) package, compiling and formatting proposal volumes (most are electronic), interfacing with the pricing team to develop price volumes, performing necessary research and subject matter expert (SME) interviews to write fresh technical content, and related responsibilities.

The candidate must possess these three key qualifications to be eligible for and successful in this position:

  • Must have experience working on Navy-Marine Corps proposals for submission within the Seaport Next Generation online system;
  • Must possess a bachelor's degree in Communications, English, Journalism, or a similar field; and
  • Must have 5 to 7 years of proposal development experience on military-federal proposals, specifically.
  • In addition to submission of a resume and interviews, SJS also requests 2 to 3 short writing samples of recent work, such as 2-3 page excerpts of management plans, staffing plans, quality assurance plans, communication plans or other common elements of military-federal proposals that the Writer developed on his or her own, to demonstrate his or her writing capability. Past employer and/or customer confidential data should be redacted from these writing samples.


    • Analyze Request for Proposal (RFP) packages and proposal requirements to develop new technical and past performance volumes that comply with the requirements; help compose occasional pricing volume descriptive text; fill in affiliated forms and documents that are also a part of each proposal package

    • Write clear, persuasive, and articulate proposal content by translating complex ideas into easily understandable text with few to zero technical or mechanical errors

    • Attend proposal meetings and take comprehensive notes; conduct internal interviews of subject matter experts (SMEs) to elicit technical information and brainstorm winning proposal themes; collect relevant documents, data, and examples to fuel your writing

    • Understand how to conduct different types of research to fill in gaps in your technical understanding so that you can generate complete proposal sections without relying on other writers

    • Analyze solicitation documents and prepare questions to customers to obtain necessary clarifications and insights regarding each opportunity

    • Prepare documents and content that comply with company style, branding and messaging

    • Write, revise, and edit drafts of federal government proposal responses (including executive summaries and technical, management, past performance, resume, and pricing sections), occasional informative white papers, and occasional responses to government Requests for Information (RFIs)

    • Attend debriefings and share lessons learned with your SJS collaborators, then incorporate refinements into subsequent proposals

    • Maintain an organized archive of proposal materials and content; develop proposal modules for reuse like standardized management plans or quality plans that can be repurposed (with some tailoring) for subsequent RFPs

    • Provide the Chief Communications Officer and the Chief Operating Officer with short, weekly bullet list updates summarizing major action items completed; provide the officers with regular general situational awareness about the different proposals that may be in development in parallel with one another

    • Perform other related writing and communications duties as assigned by one or more company officers.


    • Must have experience working on Navy-Marine Corps proposals within the Seaport Next Generation proposal submission system and must understand in a general, high level sense the types of contracts that are typically solicited through the system

    • Possess a bachelor's degree in Communications, English, Journalism, or a similar field

    • Possess 5 to 7 years of recent military-federal proposal writing experience

    • Be an efficient and meticulous writer with a high accuracy rate (few mechanical errors) who can generate new content through research and interviews of subject matter experts (SMEs) rather than relying on templates or older content written by others

    • Be able to take accurate, thorough notes when attending proposal meetings or interviewing SMEs; be able to maintain an organized library or archive of proposal development files including careful version control and consistent file naming schemes

    • Must be able to understand and consistently comply with proposal requirements including those relating to formatting, file naming, file size, deadlines, etc.

    • Must be a team player who is comfortable collaborating diplomatically with others and collecting technical data from others through asking structured questions and collecting relevant documents or examples

    • Experience searching for and locating contract opportunities in the System for Award Management (SAM) is a plus

    • Must possess general computer skills including Microsoft Word, Microsoft Excel, Microsoft Outlook (email), Adobe Acrobat Pro/DC for document revision and creation. Experience with Microsoft Teams and Microsoft SharePoint is beneficial, but not required.

    • Must safeguard proprietary and confidential information (both printed and electronic); must comply with privacy act laws, federal regulations, governmental statutes and polices, as well as SJS policies

    • Must have a clean record and be able to successfully pass a drug test and thorough background check that spans beyond 7 years for access onto military installations.
