Privacy & Data Protection Associate Senior Counsel

Job Description :

Cigna is searching for an experienced privacy and data use attorney needed to join a sophisticated, collaborative, and innovative privacy law team responsible for primarily supporting Cigna's domestic lines of business. This role will provide both regulatory and transactional counsel for privacy and data use to clients across the enterprise, including fellow legal teams, data analytics professionals and data scientists, business teams, and security professionals. Working in partnership with Cigna's Privacy Compliance Office, the privacy law team has a lead role in shaping Cigna's privacy and data sharing practices.

Key Responsibilities :


  • Interpret and apply privacy and data protection law and contractual requirements to a wide variety of business initiatives, including but not limited to the following:

    • the development of clinical and case management programs for patients and plan members

    • data use and protection policy and strategy development

    • collaboration and data exchange between affiliated and outside entities

    • digital and communications initiatives such as website, email, text, social media, mobile apps

    • cutting-edge data use and acquisition

    • data mapping, classification, and related data management and governance

    • de-identification and linking

    • data analytics, AI, and use of new and innovative technologies



  • Apply savvy healthcare business acumen to counseling a wide variety of internal clients, including Legal, Compliance, Information Security, Data Analytics, Sales & Account Management, Marketing & Digital, and Internal Audit.

  • Counsel entities in various privacy roles including Covered Entities, Business Associates, Hybrid Entities, Data Controllers, Data Processors, and others.

  • Support the privacy, security, and data protection aspects of relationships and contracts with third parties, including clients, vendors, technology companies, "switch" vendors, HIEs, EMRs, app developers, and data aggregators.

  • Negotiate privacy and data use contractual provisions, consistent with the company's strategy and goals.

  • Collaborate with other attorneys in the Legal Department as a subject matter expert.

  • Stay abreast of, and communicate clearly to non-lawyers, changes to or developments in privacy and data protection laws and regulations and their impact on business operations.

  • Apply sound business judgment to the provision of legal advice and continuously look for opportunities to improve service.

Minimum Qualifications:


  • Knowledge of regulated healthcare.

  • Law firm experience required

  • 10+ years of experience advising regulated healthcare organizations on matters including privacy.

  • Demonstrate a sophisticated, in-depth ability to apply a variety of privacy laws and regulations, including HIPAA, state privacy and data breach laws, TCPA & TSR, GLBA, 45 CFR Part 2, and other health, financial, and consumer privacy laws.

  • IAPP certification(s) a plus

  • Understand the overall healthcare legal environment and business, and display a passion for continuous learning about sophisticated privacy and data protection issues.

  • Detail orientated with strong organizational skills and ability to handle multiple responsibilities simultaneously while maintaining high quality and performance under pressure.

This position is not eligible to be performed in Colorado.
