Summary:

Tuvli has an opportunity for a knowledgeable and skilled Acquisition Analyst in support of the U.S. Department of Education’s Information Assurance Services (IAS) division within the Office of the Chief Information Officer (OCIO). The selected candidate for this position shall support the government client in planning, preparing, and maintaining acquisition plans and related documents. The ideal candidate shall possess and demonstrate a strong working knowledge of the Federal Acquisition Regulations (FAR) and shall provide sound advice and assistance to functional area technical experts on contractual matters in the acquisition planning stages. The Acquisition Analyst must have strong knowledge and experience developing acquisitions packages, including conducting detailed market research, source selection evaluation criteria, Statements of Work (SOW), Statements of Objectives (SOO), and Performance Work Statements (PWS), and IGCE’s. The Acquisition Analyst will coordinate and collaborate with the technical experts and the contracting office to ensure project milestones are reflected in the contractual documents and project plan.

The Acquisition Analyst will report to the Contracting Officer’s Representative (COR) as well as the Tuvli Program Manager (PM) and will support all branches of OCIO IAS.

Responsibilities:

Responsibilities include, but are not limited to the following:


  • Coordinate with multiple component headquarters to establish requirements, develop, and prepare financial, project status, dashboards and other ad-hoc reports for senior level management and oversight groups, such as the EARB, OIG, and agencies such as GAO, DHS and OMB.

  • Develop and maintain a working relationship with the government client to complete requirements with little oversight, while maintaining excellent communication and transparency with the COR and all government stakeholders.

  • Facilitate budget execution meetings with senior level management and respond to budgetary questions, while quickly and seamlessly driving meeting slides or making live spreadsheet updates.

  • Develop, where necessary, or build upon actionable steps that will improve processes and procedures, as well as budget policy.

  • Work with the client to identify and eliminate program bottlenecks and barriers to budget execution; support government counterparts in development of solutions to financial issues.


  • Work with the government COR to document detailed requirements in order to develop and provide a recommended acquisition strategy.

  • Maintain a working knowledge of the acquisitions development process in order to provide accurate input to the acquisition team to revise contracts

  • Assist in the development of acquisition packages (i.e. Statements of Work (SOW), Performance Work Statements, IGCE, Checklists, Market Research, technical evaluations and negotiations; market research, coordination of pre-award solicitation, evaluation criteria, negotiation activities. etc.) and assist with coordinating procurement activity inputs that feed into contract actions and responses.

Minimum Qualifications: 


  • Must be able to obtain and maintain a client specific Public Trust security clearance.

  • Must have the ability to work from home and demonstrate strong motivation and excellent time management skills.

  • Must possess and demonstrate excellent written and verbal communication skills and be able to lead meetings and communicate professionally with government executive leadership and team leads with little oversight from the PM.

  • Must possess a Bachelor of Science Degree in a related field OR possess 3 years’ relevant hands-on experience in working with contracts and acquisitions.

  • Must be able to gather task and project requirements from the client and use them to develop an acquisition strategy, conduct detailed market research, and develop acquisition packages.

  • Must possess and demonstrate a working knowledge of the Federal Acquisition Regulations (FAR) and be able to provide sound advice and assistance to branch chiefs and CORs.

  • Must be able to develop and review project plans, schedules, and provide business case support.

  • Must be able to lead functional area with little oversight.

  • Consistent with President Biden's Executive Order 14042, you must be able to meet all health requirements, including but not limited to, current and future vaccination requirements to infectious diseases such as COVID-19.  The Executive Order generally requires that all federal workers and federal contractor employees be fully vaccinated by January 4, 2022.

Desired Qualifications:


  • Experience in Development of Program/Project Performance Measures to executives preferred.

  • Some knowledge of NIST 800-53 and NIST 171 compliance standards.

  • Working end-user level knowledge of Microsoft PowerPoint, Visio, and Word, and ability to utilize these skills to support other areas of the contract, where appropriate.

  • 5 years in-depth experience using Microsoft Excel.

  • 5 years hands on experience developing acquisition pieces, including IGCEs, PWSs, and conducting in depth market research.
