Who we are:

The Office of Financial Affairs assists in the establishment of Ohio Department Health’s (ODH) long and short-range fiscal goals and objectives. The office provides the agency with the overall fiscal administration support through its various unit operations including accounting, purchasing, budgeting and grants administration. The office oversees the department’s Compliance and Accountability Unit and biennial budget process; provides technical assistance to agency decision-makers and provides daily monitoring and analysis of agency spending trends.

Job Duties of a Senior Sourcing Analyst:


  • Solicits & evaluates proposals, makes recommendations & monitors supplier performance where the need is not customary & the specifications must be developed where none exist (e.g., intellectual property agreements, third-party managed services, solutions-based proposals).

  • Designs & coordinates supplier prequalification tools & methods; monitors contractor performance.

  • Assists various internal customers with evaluating procurement & sourcing needs.

  • Conducts & attends meetings with office management, subject matter experts & Fiscal to clearly define purchasing specifications; determines required & best procurement methods to utilize (State resources, mandatory contracts or bidding method); conveys rationale for selecting an Invitation to Bid (ITB) verses a Request for Proposal (RFP).

  • Creates ITBs & RFPs (e.g., advertises bid opportunities, opens bids, co-chairs evaluation committees, recommends contract awarding of suppliers); assesses & defines sourcing needs through observation & interview of customers’ key personnel.

  • Determines size, scope & complexity of proposed project & Ohio Department of Health’s (ODH) ability to manage & support proposed project & identify additional areas to be considered in proposed project life cycle.

  • Conducts market & spend analyses; utilizes various financial reporting & analysis tools (e.g., OAKS BI, WISE system) to ensure compliance with procurement thresholds.

  • Researches, analyzes & makes recommendations regarding requisitions, purchase orders & contracts: establishes project plan pacing & scope; identifies, contracts with &/or works with subject matter experts to properly document need, project timeline for developing specifications, risks, market strategy, & letting & evaluating opportunity.

  • Participates in contract negotiations with legal, requestor & supplier; recommends policies, procedures & improvements for sourcing practices.

Additional Duties:


  • Designs sourcing requirements for multiple program offices; establishes supplier qualification & performance mechanisms (e.g., prime & subcontractor, prequalification, performance measures & deliverable acceptance) based on market understanding & capability.

  • Establishes & monitors timelines to ensure no interruption of products or services occurs. 

  • Resolves issues/concerns/complaints between supplier & customers.

  • Evaluates & makes recommendations concerning proposed exceptions to terms or scope & proposed improvements over what was requested.

  • Performs additional sourcing duties as assigned; provides guidance to Fiscal & Program staff on procurement policies & procedures as well as sourcing approaches.

  • As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations & other duties as assigned.

  • Undergraduate or advanced degree in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management

  • Purchasing/procurement/contracting/sourcing experience

  • Experience developing solicitation documents (e.g. RFP, RFQ, ITB, RFI)                     

  • Experience developing scope of works or specifications                                                   

  • Experience evaluating proposals                                                                                           

  • Experience conducting consensus meetings                                                                         

  • Experience assessing needs of Stakeholders and offering sourcing solutions                   

  • Experience with contract management activities (e.g. addendums, amendments

  • Experience managing vendor compliance issues                                                                 

  • Experience with State of Ohio Procurement Rules                                                              

  • Experience conducting spend and market analysis                                                             

  • Experience with software and data bases and Ohio Buys and/or OAKS                          

  • Experience conducting training

Completion of undergraduate core program in public or business administration, purchasing, materials management, contracting, acquisition management or logistics, supply chain management, operations management or other sourcing related field AND 6 mos. exp. or 6 mos. trg. in purchasing/procurement/sourcing.

-Or 30 mos. exp. or 30 mos. trg. in purchasing/procurement/sourcing.

-Or 12 mos. exp. as Sourcing Analyst, 64512.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
