SUMMARY: The Program Director is responsible for managing all aspect of projects associated with the reactivation, overhaul, and transfer of ex-USN and ex-USCG ships and boats being transferred under the U.S. Government's Foreign Military Sales Program to assigned countries as well as Follow-on Technical Support (FOTS) upon completion of the ship transfer and other assigned USG contracts. Also responsible for identifying, marketing, preparing, estimating and executing assigned tasks (delivery orders/ work orders); providing project management, quality assurance, and cost and schedule control of all assigned tasks; reporting status (monthly status reports); preparing presentations; and serving as the liaison with all Country and Case Managers in support of all ongoing contracts and projects. Also responsible for leading and managing teams that consist of technical Subject Matter Experts, Program Managers and Analysts.


Technical Responsibilities:


  • Serve as the Subject Matter Expert (SME) on matters associated with assigned projects

  • Provide recommendations to senior leadership regarding strategy to incorporate appropriate plans, programs and policies

  • Responsible for developing, deploying and administering strategic plans, goals, objectives and business-related decisions supporting the technical and programmatic direction for the current fiscal year and across future years

  • Perform as primary liaison with senior government personnel and customer country representatives prior to and during accomplishment of delivery/work orders.

  • Provide technical and managerial assistance on all aspects of project management to comply with the technical requirements of the contract for the customer.

  • Manage and coordinate technical and administrative staff by assigning, scheduling, prioritizing, coordinating, and facilitating multiple tasks.

  • Must be able to identify, assess and analyze with the team, any risk and/or issues that may compromise the successful completion of the project, and develop plans/actions that will remove this risk.

  • Perform Project Monitoring and Control, Quarterly Reviews, Project/Resource planning, team tasking, managing direct reports, functional/operational deployment, oversee program risk and issue reporting, maintain excellent customer interfacing and communication, completion of key milestones, deliverables, work products and timely required internal/external reports.

  • Cost, schedule, and technical performance on assigned program from inception through completion.

  • Develops and monitors program plan including time and cost estimates. Ensures project outputs delivered on schedule and within funding.

  • Development and manage revenue and profit forecasts for both monthly and quarterly reviews to senior management.

  • Direct interface with Senior US Navy customer, their foreign navy customer as well as levels of program leadership.

  • Perform additional duties and responsibilities as assigned

  • Ability to plan and prioritize work to meet commitments aligned with organizational goals to include anticipating and adjusting effective contingency plans and breaking down objectives into appropriate initiatives and milestones.


MINIMUM REQUIREMENTS:


  • Bachelors Level Degree in Arts or Sciences

  • Twenty (20) years of increasing engineering management responsibility to include at least 5 years of USG ship or submarine construction naval shipbuilding or repair/overhaul experience

  • Foreign Military Sales experience is required.

  • Must be a U.S. citizen eligible to obtain and maintain a US security clearance and Passport.

  • Must be able to gain approval and clearances to access both US Government and Foreign Military facilities installations.

  • Travel is required both in the US and International.

  • Expertise/Proficiency in Microsoft Office Suites and Project required.

PREFERRED REQUIREMENTS:


  • Bachelor's Level Degree in one of the following: Engineering, Physical Science, Business or Financial Management

  • Project Management Professional (PMP) certification from the Project Management Institute

  • Former U.S. Navy Engineering Duty Officers (EDO) with shipboard engineering experience, Limited Duty Officers (LDO)- Engineering/Repair Officer and Surface Warfare Officers (SWO) - Served Chief Engineer preferred and encouraged to apply.

  • Familiarity and experience with ITAR, FCPA, and other regulations and laws associated with international work is highly desired.

  • Experience supporting NAVSEA PMS 326, PMS 325, PMS 333, IWS 4, or IWS 11 highly desired

  • Experience working directly with foreign military and foreign government personnel is highly desired.
