Summary:


The Capital Engineering Manager is responsible for overall site engineering, capital portfolio management, and project execution function of the Portfolio Management Office. Includes leadership of engineering Project Managers, discipline engineering based team leaders and capital construction management. This position is responsible for creating, monitoring, managing, and executing the site-based engineering capital portfolio. This role is responsible for clearly communicating project priorities, as set by site leadership, to the project teams.


Essential Functions:



  • Actively participate in HSC and PMO leadership teams to define and implement strategies to sustain HSC long-term success.

  • Ensure resources are available to implement capital and expense projects to meet the business needs.

  • Team Goal Setting – Mission, Vision, Goals for Site Capital Engineering and Portfolio Management and participate in PMO goal setting, vision, etc.

  • Develop capital engineering plan for future years by collaborating with cross-functional site leadership for input into corporate level capital plan.

  • Execute annual capital plan and maintain year end capital forecasting throughout the year for input into site financial reporting.

  • Provide governance and oversight for site engineering capital and own/coordinate site capital stage gate workflow.

  • Key metrics within area of responsibility:

    • Fixed Expense Budget (primarily headcount and charge out time).

    • Capital Project Time (project hours / total working hours)

    • Capital Burn Rate ($/days)

    • Implementation to Closure (days)

    • Project Schedule vs. Baseline Model



Additional Responsibilities:



  • This position is accountable for overall performance of Project Engineering.

  • Ensure core standards of performance for the different disciplines within Project Engineering is maintained.

  • Support and contribute to safely delivering the production plan, as required through Plant Engineering SMEs.

  • Responsible for safely delivering the site Capital and Expense projects.

  • Responsible for legal compliance of site Capital and Expense projects.

  • Understand industry wide best practice to ensure is replicated as appropriate.

  • This position is responsible for delivering the Project Engineering annual budget and Year End forecast to the PMO Director.

  • During plant shutdowns, provide support to shutdown planning through coordination of engineering resources to project needs.

  • Provide project review system to ensure thorough design and operations considerations.

  • Accountable to ensure execution of the approved capital projects for the site on budget and schedule in coordination with the Project Managers through performance excellence of the Project Engineering team.

Experience

Required
  • 7 year(s): Minimum 7 years of experience in manufacturing, engineering, and support functions. Proven track record in leading resources to deliver expected financial results while meeting safety and regulatory requirements. Prior experience with direct management of engineering resources highly preferred. Prior experience leading managers/supervisors a plus.

Education

Required

  • Bachelors or better in Electrical Engineering

  • Bachelors or better in Civil Engineering

  • Bachelors or better in Mechanical Engineering

  • Bachelors or better in Chemical Engineering

Preferred
  • Masters or better in Business Administration
