General Summary/Overview Statement



Reporting to the Assistant Director of Facilities Engineering, the incumbent will work independently and will be responsible for overseeing the accreditation standards for the department by compiling Joint Commission readiness reports and reviews policies and procedures while ensuring regulatory compliance. Under general direction, oversees the development, implementation and monitoring of facility compliance throughout the main campus organization. Coordinates the Environment of Care program in accordance with Joint Commission and CMS standards to assure a hazard-free facility for patients, visitors and colleagues. Manages the information collection and evaluation system to identify and mitigate unsafe environment of care conditions.


Manages, controls, & monitors the installation, corrective and preventive maintenance on the hospital facilities related equipment to be compliant with NFPA, Joint Commission and CMS standards. Monitors and maintains database's related to AEM program. Conducts rounds, institute work orders and tracks completion. Participate in construction closeout process, procures equipment information for AEM program, and obtains database of MEP as-builts. Tracks facility purchase orders as related to AEM program requirements. Manages fire protection impairment process in compliance with NFPA 241. Responsibility for maintaining documentation related to all regulatory agencies included but not limited to the Joint Commission, CMS, BFD, MWRA as well as city and state codes.



Principal Duties and Responsibilities



• Interpret and rationalize the difference between conflicting codes that pertain to the department/hospital.


• Oversee department's efforts to maintain complete and accurate records regarding code, regulatory compliance, AEM program, and Life Safety Prints.


• Accompany inspectors on tours of facilities, recording appropriate remarks, answering questions within appropriate jurisdiction.


• Liaise with outside agencies, including but limited to BFD, DPH, MWRA, DPH, CMS, and TJC.


• Liaise with Departments, including but not limited to: Nursing Administration, Patient Care Services, Environmental Health and Safety; Facility Engineering, Planning & Construction, and Infection Control Department.


• Confer, aid, and lend expertise to BWH offsite facilities.


  • Microsoft Office computer proficiency to prepare, manage compliance records and reports.

  • Familiarity with MAXIMO database preferable.

  • Ability to follow and give oral and written instructions in English and ability to read, comprehend, and work from plans and blueprints.

  • Develop critical testing compliance, reporting method and utilizing the CMMS to ensure that all testing is documented and completed on time.

  • Develop and implement independent work management reporting and programming.

  • Must take responsibility as "Engineer-On-Call" during non-business hours in rotation with other Managers and Department Heads.

  • Assist in creation of facility standards, technical bulletins, and help ensure project compliance.

  • Develop and manage internal share point site for pertinent facility standards and appropriate records.

  • Responds to all emergency situations as appropriate and /or necessary.

• Ability to Manage special projects, indirect department supervisors, vendors, or FTE's.


• Manage all other duties as assigned.



Qualifications

Skills and Abilities Required



• Must have interpersonal skills to provide effective leadership and to communicate effectively with hospital personnel and external representatives, etc.


• Requires knowledge of all applicable codes and regulations of accrediting and governmental agencies.


• Must apply independent judgment and experience to approve exceptions and provide interpretation to existing policies and procedures


• Must be able to perform physical activities, such as, but not limited to, lifting equipment (up to 50 lbs. unassisted), bending, standing, climbing or walking.


• Highly organized and ability to maintain proper productivity and work flow for multiple projects.


• Must be a team player and able to maintain cooperative working relationships.


• Preferable experience with Joint Commission accreditation surveys.



Qualifications



• Bachelor's degree in related field and/or equivalent work experience in Plant Engineering or Facilities Management/Operations.


• 5 years of progressively more responsible experience in Plant Engineering or Facilities Management/Operations, with a minimum of 2 years Management/Supervisory experience.


• Specialized knowledge of building systems, utility systems, and fire protection systems (smoke detection and sprinklers).


• Hospital experience in engineering or safety management (mechanical, electrical, civil, biomedical, safety officer, or occupational safety and health specialist).


• Knowledge of Joint Commission Environment of Care Standards (required) including Life Safety Code (NFPA101) and (NFPA 99)



Working Conditions:



May occasionally (less than 5% of the time) get involved in a dirty and hazardous environment in the routine performance of duties.


May occasionally (less than 5% of the time) exert effort of lift over 50lbs.



Supervisory Responsibility:



Manage vendors, general contractors, subcontractors as well as direct or indirect department supervisors and FTE's.
