Job Description:

ESSENTIAL JOB FUNCTIONS: Works under the direction of the City Civil Design Engineering. Directly and through subordinate staff, oversees the work of contractors constructing curbs, gutters, sidewalks, streets, gradings, pavements, bridges, sanitary sewers, storm drains, drainage ditches and other construction projects and ensures work performed is in compliance with approved plans and specifications. Manages work activities of Construction Inspection staff and provides training, work direction, assignment of duties, and performance review. Performs tasks of subordinate staff when necessary. Reviews construction plans before bidding process. Prepares the bid packets for maintenance and construction projects. Recommends designs for maintenance projects and recommends Women Minority Business Enterprise (WMBE) requirements. Establishes deadlines and penalties for CIP projects. Approves payments on CIP projects and reviews by driving to various cities throughout the city and negotiates change orders. Inspects streets for repairs and provides guidance by traveling to various locations. Evaluates the performance of maintenance contractors. Coordinates new designs and street repairs with MLG&W. Investigates and resolves citizen complaints and/or requests including input received through the Mayor's Citizen Service Center. Prepares the budget for the service center.

TYPICAL PHYSICAL DEMANDS: Must be able to communicate in writing and verbally with management, staff, and the public. Must be able to operate a vehicle for the inspections of construction projects. Requires the ability to conduct site visits involving traversing uneven land. Requires the ability to visually review plan and drawings and ability to operate a personal computer.
TYPICAL WORKING CONDITIONS: Work is performed in an office-like environment. Travels by automobile to job sites at various shifts due to unexpected conditions and be exposed to hot and cold temperatures.
Bachelor's Degree in Construction Technology, a related field of Engineering, or related field and seven (7) years of experience planning, managing, and/or inspecting construction projects including overseeing the work of contractors with at least five (5) of the seven (7) years in a supervisory or lead capacity. Four (4) additional years of experience may substitute for the bachelor's degree. Must possess and maintain a valid driver's license as a condition of continued employment.
