The IACP seeks to hire a Project Manager to broadly support IACP efforts, and specifically support the following grant-funded initiatives:

As part of the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS), the International Association of Chiefs of Police (IACP) is supporting road policing efforts in Mexico, Ecuador, Colombia, Brazil, Argentina, and India. The IACP is working with the city’s traffic enforcement agencies to reduce traffic fatalities and injuries through strengthening enforcement operations and community education efforts. This initiative focuses on addressing four road safety risk factors: 1) speeding, 2) drink driving, 3) motorcycle helmet use, and 4) seatbelt use.  The ideal candidate for this position will have had international experience (study abroad, humanitarian missions, etc.) and proficiency in Spanish, Portuguese, or Hindi is preferred.

JOB RESPONSIBILITIES

Working with IACP staff, project partners, and stakeholders, the Project Manager will:


  • Strategically manage all aspects of the project to ensure scope of work, deliverables, and time frames are met

  • Develop, evaluate, revise, and update project materials, such as publications, online resources, curricula, training materials, guidebooks, educational handouts, and fliers

  • Develop and deliver technical assistance to police agencies

  • Identify, prepare, support, evaluate and manage contracting and reimbursement processes for consultants, trainers, sub-recipient organizations, and subject matter experts

  • Identify key partners, agencies, and collaborators in the field; build and manage these partnerships

  • Lead, mentor, and supervise project staff and consultants

  • Coordinate and conduct outreach to police agencies and criminal justice partners to promote participation in projects and events, gather information, and identify promising practices

  • Facilitate meetings, trainings, group discussions, and other events attended by police, subject matter experts, and criminal justice partners

  • Aid in the organization of planning meetings consisting of staff, consultants, and police and community partners

  • Create and support project outreach, marketing, and information dissemination, including social media

  • Manage budget creation and development and support budget tracking and invoicing in accordance with IACP, grant funder, and federal guidelines

  • Organize and track details of project-related meetings and events, including expenditures, logistics, and programmatic information using event, participant, and resource databases

  • Fully account for contracted services, purchases, and expenses incurred by project staff and consultants

  • Create required documents, such as event requests and project reports

  • Maintain on-going and effective communication with project team, staff members, partners, and funding agencies

  • Prepare and conduct educational presentations about programmatic efforts and initiatives and represent the Association at international meetings, national forums, working groups, and other events

  • Assist with identification of relevant solicitations and development of grant proposals

  • Support other IACP teams with programmatic and operational tasks

  • Assist with the onboarding of new staff

  • Other duties as assigned

POSITION SPECIFICATIONS:

Minimum Qualifications


  • Bachelor’s degree in a relevant field, Master’s degree preferred

  • Bachelor’s degree in a relevant field

  • Minimum of five (5) years of job-related experience

  • Proficiency in Microsoft Office products (Outlook, Word, Excel, and PowerPoint) and other relevant business software

  • Equivalent combinations of education and experience will be considered

REQUIRED CORE KNOWLEDGE, SKILLS AND ABILITIES


  • Ability to lead, mentor, and supervise project staff and consultants

  • Strong analytical skills to include ability to troubleshoot problems from multiple perspectives

  • Demonstrated skill in project management, event planning, and logistics management

  • Ability to prepare effective documents and reports

  • Ability to create and manage a budget, accounting for and preserving project resources

  • Effective task prioritization and time management skills

  • Excellent written, verbal, and interpersonal communication skills including presentation and group facilitation skills

  • Demonstrated effectiveness in collaboration and teamwork with diverse colleagues, clients, and stakeholders

  • Familiarity with and understanding of law enforcement issues

  • Comprehensive understanding of relevant project subject matter

  • Commitment to working with shared leadership and in cross-functional teams

  • Ability to work independently with little supervision

  • Demonstrate adaptability and cultural understanding when engaging with international delegates

PREFERRED QUALIFICATIONS


  • International experience studying or working in countries outside of the United States

  • Foreign language ability at a minimum professional proficiency (specifically Spanish, Portuguese, or Hindi)

  • Experience managing staff members

  • Experience with supporting or managing grant-funded efforts

  • Experience in a non-profit organization, association, or criminal justice environment

  • Knowledge of traffic/road safety as it relates to education, engineering, and enforcement

  • Police background with experience in traffic enforcement

SPECIAL CONDITIONS


  • Ability to work outside of IACP Headquarters (Alexandria, VA).  This will require the individual to have access to reliable internet and phone use. 

     

  • Travel Required: Domestic and international travel approximately 25% - must be able to obtain a valid passport and visa, if applicable


  • This is a grant funded position for which continuation in funding will be sought.

 Work Environment:


  • The IACP offers a focused, team-oriented, learning environment grounded in open communications, professional development and shared context. 

     

  • Primarily office environment, although light lifting, bending and reaching may be required.
