Job Description:


Moffatt & Nichol is actively looking for an Environmental Planner or Scientist to join our Southern California Environmental Team. This position will be based out of our Long Beach or Costa Mesa office. As part of the Environmental Group, the Environmental Planner or Scientist will support our company with a variety of tasks including: environmental documentation (CEQA/NEPA), environmental research, environmental reporting, regulatory permitting, and compliance tasks for a variety of infrastructure (e.g., highway, roadway, rail, water, and waterfront) projects.

We are a multidiscipline professional services firm with specialized expertise in structural, coastal, and civil engineering; environmental sciences; economics analysis; inspection and rehabilitation; and program management solutions.

Duties and responsibilities:


  • Prepare and manage documents/graphics to support National Environmental Policy Act (NEPA) and State Environmental Policy Act (SEPA) and regulatory permit applications.

  • Evaluate and assess projects and proposed activities with existing federal, state and local guidelines, policies and regulations.

  • Research and write technical reports and/or memorandums in support of different projects.

  • Prepare/manage the procurement-of/compliance-with permits issued by California Coastal Commission (CCC), United States Army Corps of Engineers (USACE), California Regional Water Quality Control Board (RWQCB), United States Fish and Wildlife Service (USFWS) and California Department of Fish and Wildlife (CDFW)

  • Contact vendors; research literature; seek solutions to regulatory requirements

  • Ability to establish effective working relationships with team members and project managers

  • Acts as project manager or task manager on small scale projects

  • Analyzes project task needs, changes and enhancements and makes recommendations.

  • Collect and analyze data (e.g., economic, demographic, fiscal, legal and/or technical variables) from various sources to determine affects to the environment.

  • Stays up-to-date of industry changes and requirements, policies, procedures and legislation

  • Coordinate and communicate with a variety of audiences including clients, engineers, other scientists, regulatory agencies, and private companies in a professional and respectful manner.

  • May prepare/give presentations.

  • May conduct/attend field visits and inspections.

  • Participate in meetings and educational seminars.

  • Support and comply with Moffatt & Nichol's Quality Program.

  • Collaborate with project team members.

  • Research to support new project and client opportunities.

  • May participate in business development activities.

  • Supervision/mentoring other production Team members

Qualifications:


  • Bachelor of Science (BS) degree in one of the environmental sciences, planning, or related field; required

  • Master of Science (MS) degree; preferred

  • 5 to 10 years of experience in related industry experience

  • American Institute of Certified Planners (AICP); preferred

  • Knowledge regarding air quality regulations/requirements; preferred

  • Geographic Information Systems (GIS) experience; preferred

  • Strong communication skills

  • Experience working with Southern California municipalities and/or Caltrans projects; preferred

  • Office skills mandatory (word, excel, etc.)

  • Evidence of teamwork and leadership skills

  • Exceptional communication (verbal and written) skills in order to work with the different groups of individuals (both technical and non-technical)

  • Detail-oriented for analyzing and interpreting scientific data

  • Must be willing to travel

  • Valid driver's license; required

  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Working conditions:

Primarily work in an office setting, but some field work may be required

Physical requirements:

Majority of work is office based. Some site visits may be required which may necessitate navigating unpaved or natural terrain while carrying equipment.
