Job Summary:

Subcontract Administrator, Remote USA

Must have a minimum of 4-7 years direct relevant experience in subcontracts administration on Federal US Government programs. Ideal candidate is a creative out of the box thinker with an entrepreneurial mind set who is driven to set and accomplish goals with little management oversite. This position must have working knowledge of the FAR/DFARS compliance requirements. Individual is considered to have a solid understanding of subcontract management and has as solid track record maintaining compliance with company policy and FAR/DFARS. Ability to work quickly and efficiently with little to no error rate. Comfortable with frequently adjusting priorities to include new taskings with little to no advance notice. Experience communicating effectively with executive level leadership.

Subcontracts Administrator is responsible for both subcontracts and purchase orders that span the entire procurement cycle, ensuring compliance with corporate policies and procedures, legal guidelines, FAR/DFARS clauses, and customer requirements. Responsibilities include but not limited to: negotiation and execution of non-disclosure agreements (NDAs) and teaming agreements (TAs), creation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of subcontract terms and conditions, subcontract administration, issue resolution, and subcontract closeout activities.

Supports all internal and external audits and provides program support to both internal and external customers.

Provides Program Management with contractual guidance while exercising sound ethical and professional judgment within a broadly defined best practice and written policy structure. Responsible for protecting company legal and financial interest during all discussions and interactions with customers and suppliers






Responsibilities:

*Process NDAs and Teaming Agreements.

*Experience working with a variety of contract types such as Fixed Price (FP), Time & Material (T&M), Level of Effort (LOE), Indefinite Delivery / Indefinite Quantity (IDIQ).

*Manages subcontract funding actions.

*Leads internal reporting.

*Creates moderate to complex RFP solicitations in accordance with Government and Company requirements.

*Works closely with the Contract Administrator assigned to program to ensure subcontracting activities and prime contract flow downs are carried out in a manner consistent with prime contract requirements and operational objectives.



* Evaluates supplier proposal responses.

*Conducts price and cost analysis.

*Negotiates pricing and terms/conditions with subcontractors and consultants.

*Administers subcontracts and consulting agreements of various types and complexity.



* Identifies and resolves moderate to complex issues and problems on assigned subcontracts and makes recommendations to management.

*Performs subcontract close-out activities.

*Analyzes risks and identifies risk mitigations.

*Acts as primary interface between subcontractors, consultants, and the program for all subcontract and consultant related issues.

*Regularly interacts with program management, contracts, project control, finance, business development and with suppliers, as required.




Experience/Skills:

*4-7+ years' experience with Federal government Subcontract Management

*Knowledge of and experience with: FAR, DFARS, Other agency supplements, Applicable U.S. laws and regulations.

*Possesses analytical and interpersonal skills in order to perform the job.

*Ability to interact effectively with internal technical staff, peers, and management, as well as externally with customers.

*Excellent written and verbal communication skills.



*Must have strong organizational skills and be deadline driven.



*Must be able to work independently and in a team environment.

*Must have strong problem-solving, some negotiation experience and organizational skills/techniques.

*Must be able to take ownership of work/tasks assigned and see them through completion.

*Strong attention to detail, accuracy and the ability to spot errors and inconsistencies.

*Functionally skilled in Microsoft Office products including but not limited to Word, Excel, Outlook and SharePoint.

*Ability to prioritize competing priorities and effective time management skills




Years of Experience:

Minimum of four to seven years specialized experience administering subcontracts and purchase orders utilizing a variety of contract types in support of US Federal Government prime contracts.



Education:

Bachelors or 4-7 years Procurement Experience
