The Security Services Department's overall mission is to ensure a safe and secure environment and protect MIT Lincoln Laboratory at all facilities in which staff members perform their mission of research and development. To accomplish this mission, this department formulates and implements policies, plans, and actions designed to protect facilities against threats of vandalism, accidental destruction, and sabotage; and safeguards personnel, classified and unclassified information systems, personal identifiable information, property, and other assets from exploitation and recruitment by foreign intelligence agencies.


Job Description


Selected candidate will work closely with senior Special Security Representatives and special security Team Lead, supporting assigned Laboratory compartmented programs with respect to all aspects of special security, to include: Physical Security, Materials Control & Accountability, Personnel Security, Cyber Security, Security Education, and Communications Security.


  • Coordinates with Laboratory leadership, SSD management and external customers on compartmented program security operations.

  • Maintains awareness of changes in security rules and regulations, assessing impact of policy on existing procedures and participating in the development, coordination and implementation of changes.

  • Provides advice and assistance to Laboratory employees and leadership on compartmented program security.

  • Assists in the development of Standard Operating Procedures, Operational Security Plans, Program Security Education and Emergency Action Plans.

  • Participates in the development of security specifications and designs for secure facilities, and assists in the oversight of secure facility construction/renovation.

  • Administers the special security government reporting programs.

  • Oversees the day-to-day responsibilities of the secure facility security operations.

  • Coordinates compartmented program accesses, including indoctrinations and debriefings, and coordination with respective sponsoring agencies for approvals.

  • Selected candidate will assist with the onboarding process for newly assigned Special Security Representatives and train / mentor new personnel.

  • Develops and implements a robust security education program, with an emphasis on the unique requirements of compartmented programs.

  • Coordinates with management regarding tracking of metrics and identification of trends to ensure efficient operations.

  • Must be capable of developing, implementing and assessing program support/program protection plans for the allocation of security resources and development of schedules, milestones and deliverables.

  • Manage the collection of data and apply analytics to describe, predict and improve business performance related to compartmented program security to include producing velocity metrics on relevant data sets.

  • Triage day-to-day customer service requests received by special programs security team and consult with stakeholders to implement solutions that enable the research while managing risk to special programs information, facilities and personnel.

  • Assist special programs management in developing, implementing, and assessing business processes and workflow that enable research while managing risk.

  • Ensures a high level of customer service is provided to the Laboratory community.

  • Communicates pertinent data, information, and insight to SSD management and ensures management is aware of critical events.

  • Assists with development, tracking and monitoring security initiatives and process improvements across special programs team.

  • Will develop and maintain relationships with government sponsors to promote best practices and efficiencies.

  • Develops, tracks and monitors security initiatives and process improvements.

  • Develops plans and strategies as well as performance measures to meet Security Services Department and Laboratory goals.

  • Responsible for maintaining a high level of operational security and a continuous inspection readiness posture for all programs under his/her cognizance.


Requirements



  • Bachelor's degree in Security Management (or related field) or Business, Project Management or Business Analytics, or related field and/or 1-3 years of demonstrated proficiency in administrative security disciplines.

  • Thorough understanding of the DoD SAP/SCI Community and Intelligence Community requirements and directives, as well as an understanding of industrial security.

  • Demonstrated knowledge and experience with security disciplines as they apply to the National Industrial Security Program with a detailed understanding of the technical aspects of applicable ICD's, DoD SAP/SCI manuals and related government regulations.

  • Candidate must be able to work independently and be proficient at influencing and negotiating change.

  • Ability to successfully identify and resolve problems and issues.

  • Advanced knowledge of business software: Excel, MS Word, PowerPoint and Visio are required.

  • Possess strong organizational skills and the ability to work and establish priorities under pressure in a self-directed, multi-tasking, face-paced work environment.

  • Familiarity with JPAS/DISS, and SIMS (or similar security database) is desired.

  • Must be a reliable self-starter who makes sound, well-informed and objective decisions.

  • Candidate must be able to operate independently with little supervision in a dynamic and rapidly changing environment.

  • Able to digest large volumes of information and apply a variety of concepts to form cohesive policies and procedures in a growing and changing environment using sound risk management principles.

  • Excellent interpersonal, organizational, written and verbal communication skills in a customer service environment are required.

  • Local as well as some overnight travel is required.

  • Ability to respond to off-hours emergencies as needed.

  • Selected candidate will be subject to a pre-employment background investigation and must possess a current in scope Top Secret level security clearance with compartmented program eligibility.
