Job Description:

Spectra Tech has an immediate need for a Director of Human Resources Level 5 in Los Alamos, NM.


Position Summary


While working to achieve company objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.


Essential Duties/Responsibilities (may include, but are not limited to):


The human resource director is directly responsible for the overall administration, coordination and evaluation of the human resource function.



  • Assures that Safety, Security, and Quality requirements are integrated into all work processes.

  • Reports to the Business Services Program Manager/CFO.

  • Maintains knowledge of industry trends and employment legislation and ensures organization's compliance.

  • Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.

  • Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance is followed.

  • Consults with legal counsel as appropriate.

  • Interacts with senior management, and others concerning matters of significance to the company.

  • Conducts business and technical briefings for senior and top management and for external representatives.

  • Act with fiduciary responsibility towards contractual deliverables, cost consciousness and corporate goals.

  • Establishes policies appropriate for Human Resources.

  • Interprets and recommends modifications to company-wide policies and practices.

  • Establishes and maintains human resource programs and systems founded on best business practices that are cost effective, conducive to team work, customer service oriented, to include:

    • Benefits

    • Compensation

    • EEO Compliance and Affirmative Action Plan

    • Employee Concerns

    • Employee Recognition

    • Employee Recruitment and Placement

    • Human Resources Information

    • Labor Relations

    • Performance Management

    • Work Force Realignment and Restructuring Worker Advocacy

    • Directs through lower management levels and/or experienced specialist employees who exercise significant latitude and independence.




Minimum Qualifications (Knowledge, Skills, Abilities):



  • Expert knowledge and ability to develop and apply highly advanced principles, concepts and techniques in Human Resources.

  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.

  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.

  • Ability to communicate effectively at the highest levels.

  • Ability to contribute functional expertise to business proposal initiatives.

  • Ability to develop and lead large-sized projects, including defining scope, objectives and methods.

  • Ability to train and mentor more junior staff.

  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.

  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job


Education and Experience Required:


BS in HR preferred but BS in a related discipline plus HR experience and/or certifications acceptable with 14 years of relevant experience. Experience should include a minimum of 6 years management responsibility.


Business Associations:


Interacts with senior management, and others concerning matters of significance to the company. Conducts business and technical briefings for senior and top management and for external representatives.


Working Conditions and Physical Requirements:


Sedentary Work Category - The employee exerts up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push pull or otherwise move objects, including the human body. While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to stand, walk, sit, and use hands to touch or feel, and reach with hands and arms. The employee is occasionally required to stoop, kneel, crouch, or crawl. Specific vision abilities required by this job include close vision and distance vision. The noise level in the work environment is usually quiet to moderate.
