Job Description:

Position Summary


The Senior Manager, Environment, Safety & Health (ES&H) reports directly to the Safety and Emergency Management Director, within the ES&H organization. The ES&H Senior Manager is responsible for leading all matrixed safety and environmental support to projects and field operations, including subcontractor oversight, in accordance with the Los Alamos Cleanup Contract (LLCC) requirements, U.S. Department of Energy (DOE) regulations and Orders and other applicable regulatory requirements.


While working to achieve Los Alamos Cleanup Contract (LLCC) objectives, the ES&H Senior Manager, ensures all activities and operations are performed in a safe and deliberate manner; maintains required safety, security and operational training; ensures procedural and regulatory compliance; and makes safety, security and quality and integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises safety or security. The ES&H Senior Manager, works collaboratively with projects and field operations personnel to implement timely and effective ES&H requirements to achieve mission goals and objectives.


Essential Duties/Responsibilities (may include, but are not limited to):



  • Managing a staff of safety and environmental subject matter experts to implement ES&H management programs effectively and efficiently and ensure compliance with environmental permits and regulations, to support safe and compliant execution of the LLCC.

  • Ensuring necessary environmental and safety oversight of both N3B and subcontractor project planning and field execution for mission scope.

  • Implementing the Occupational Medicine and Chronic Beryllium Disease Prevention Program in compliance with 10 CFR 851 and 10 CFR 850, to include ensuring all personnel are enrolled in appropriate medical surveillances and maintain fit for duty status as appropriate.

  • Implementing effective injury and illness case management, ensuring appropriate reporting and investigation of injuries/illnesses, and the development of corrective actions to prevent recurrence.

  • Leading efforts for employee engagement and participation in safe work planning and execution, feedback and improvement, and organizational learning as part of a safety conscious work environment.

  • Implementing the Integrated Safety Management System (ISMS), to include coordination of safety programs with integrated work control planning and other ISMS supporting programs/processes as appropriate.

  • Supporting plans and approaches for achieving Voluntary Protection Program recognition/status.

  • In accordance with the LLCC and associated interface agreements, maintaining full integration with the Los Alamos National Laboratory (LANL), in the implementation of the ES&H programs as appropriate.


Minimum Qualifications (Knowledge, Skills, Abilities):



  • Demonstrated experience in managing safety and environmental programs as described in the essential duties for this position; experience specific to DOE contract execution is highly preferred.

  • Effective interpersonal, verbal and written communication skills, to include the ability to develop and present program material to senior executives and the DOE client.

  • Strong affiliative skills and evidence of effectual interactions engaging workers.

  • Experience in managing technical staff and demonstrated ability to train and mentor staff to higher levels of performance.

  • Strong problem solving skills, to include positive collaboration to achieve optimal solutions.

  • Proven experience in critical strategic analysis, interpreting requirements, and developing and executing plans to satisfy them.


Education and Experience Required:


Bachelor's degree in science or engineering, with 10+ years of relevant experience to include 5 years of experience managing and supervising technical staff.


Business Associations:


Interacts frequently with internal and external management and senior-level customer representatives concerning projects, operational decisions, scheduling requirements, and/or contractual clarifications. Leads briefings and technical meetings for internal and external representatives.


Impact:


Decisions have an extended impact on work processes and outcomes. Erroneous decisions result in critical delays and modifications to projects or operations; cause substantial expenditure of additional time, human resources, and funds; and jeopardize future business activity.


Working Conditions and Physical Requirements:


Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds. If someone can do medium work, we determine that he or she can also do sedentary and light work.

Ability to obtain a Q level Department of Energy security clearance.
