Volunteers of America-Greater New York (VOA-GNY) is an anti-poverty organization that seeks to end homelessness in the New York metropolitan area by the year 2050. We focus our continuum of care to address the most prevalent causes of homelessness: (1) lack of affordable housing; (2) unmet health needs, including but not limited to mental health and substance use; and (3) lack of jobs that create wealth. We are one of the largest providers of services to families and individuals experiencing homelessness in the Greater New York area, serving survivors of domestic violence, people living with HIV/AIDS, veterans, and others who have behavioral health or substance use needs. Many of VOA-Greater New York’s programs are nationally recognized and meet the rigorous standards of accrediting bodies CARF, COA and the NAEYC.

Position: Billing Contract Specialist (FIN337)


The Billing Contract Specialist will prepare assigned billings and have knowledge of all billing policies and systems ensuring consistency and accuracy of all agency claims. Â Applies sound billing practices for preparing bills and reconciliation to be reviewed by management. Advises the Senior Billing Contract Specialist of any billing concerns impacting cash flow.
Minimum Qualifications:
Bachelor’s degree in Accounting or Finance, plus two years relevant billing experience.  Advanced proficiency in spreadsheet applications and word processing required. This position requires the ability to successfully manage multiple projects under deadlines.
Supervisory Role:
This position does not have supervisory responsibilities.
Principal Responsibilities:
The below enumerated principal responsibilities are inclusive of both program specific and firm-wide related administration, as applicable. Â

  • Prepare and reconcile billing worksheets to corresponding cost centers.
  • Prepare billing re-submissions as required.
  • Billings are timely and successfully submitted through funder portals.
  • Verify all billed expenses are within the correct accounting period.
  • Research and understand all government funder billing guidelines and cost manuals.
  • Propose timely journal entries in consultation with the Sr. Billing Contract Specialist.
  • Track billing and payment information.
  • Gather adequate backup documentation and review to ensure expenses are fully supported.
  • Perform other related duties as required.
  • Expected Results of Principal Responsibilities:
  • Billings are accurately reflected in the financial statements.
  • Payments are received timely.
  • Funder deadlines are met.
  • Expenses submitted are reviewed and disallowances minimized.
  • Compliance with all governmental requirements and regulations.
  • Information is accurate and current.
  • Provides backup support for cash flow schedules.
  • Funder payment delays are minimized.
  • Related duties are performed completely, on time and accurately.
  • Work Environment:
    While performing the duties of the job, the employee will be in an office environment performing administrative work.
    Physical Demands:
    While performing the duties of the job, the employee is regularly required to have visual acuity, talk, and hear while communicating with peers and/or vendors. This position is sedentary and requires sitting for long period of times. The employee must occasionally lift and/or move items up to 20 pounds.
