Position Title: Program Controls Manager – Business Performance – Target Level 7E

Role:


 


As a Program Controls Manager within the Business Performance organization you are responsible for engaging directly with operational leadership from across Crown Castle to understand existing execution processes, analyze gaps in how we are operating and build out business process to control projects. You will be in lock step with leaders in the  Real Estate, Assets, Construction and Project Delivery. Business Performance, Supply Chain and Finance teams acting as an objective layer, identifying requirements and working with these stakeholders to craft clear control points around standard operating procedures (SoP).  Your goal is to enable consistent, repeatable and predictable project outcomes as measured through cost, time, and accomplishment. 


 


Responsibilities


 



  • Partner cross-functionally within Crown Castle to understand current operational gaps and develop processes for project level execution. 

  • Establish project tools and controls SOPs as needed to demonstrate existing program/project progress against the approved budget and timelines in partnership with project teams. 

  • Implement systems and associated processes to provide a systemized view of project level cost time and accomplishment at any point during the project execution. 

  • Analyze financial information in partnership with stakeholder teams to ensure projects are within budget and meet forecasted return on investment (ROI) 

  • Accurately and reliably communicate capital project status, benefits, and issue reports to inform appropriate stakeholders throughout project lifecycle. 

  • Proactively identify and partner with project teams to mitigate risks to projects and pursue opportunities to improve performance with key stakeholders. 

  • Facilitate the development, documentation, and communication of long-range business process & controls goals and strategies. 

  • Interact with various Project Delivery efforts, on behalf of Program Controls, including workstreams that include (but not limited to):  Estimating, Finance, Project Management systems and processes. 

  • Manage and direct contractor resources 

 


 


Education/Certifications  


 



  •  Bachelor’s Degree in Business, Accounting/Finance preferred or equivalent experience

Experience/Minimum Requirements  


 



  • Ten (10) years experience in managing multiple complex programs 

  • Experience developing financial controls and process documentation 

  • Experience in capital intensive construction or engineering industries, telecom a plus 

  • Demonstrated ability to prioritize, organize and work effectively in a deadline-driven environment 

  • Experience in requirements gathering, scope drafting, resource organization, task prioritization, scheduling, and achieving objectives on schedule and within budget 

  •  Knowledge of capital project management tools (MS Project, Primavera P6, etc…)

  •  Experience with JD Edwards or similar ERP systems

  • Experience with multiple unit reporting entities

  • Knowledge of MS Excel (specifically, advanced formulas, pivot tables and charts) including experience building complex financial models

Working Conditions: Works in a normal office setting with no exposure to adverse environmental conditions.  During COVID19 conditions, this role will work remotely to mitigate risk.  Ability to travel domestically as required.
