Sayres is seeking an experienced Business & Financial Threat Analyst to support Business Analysis/Foreign Ownership, Control or Influence (FOCI)/ and Continuous Vetting for Defense Counterintelligence and Security Agency (DCSA), in Quantico, VA.


This position would perform corporate and business due diligence by carefully assessing associated costs and risks which could impact a company's ability to protect classified information. In addition to the duties of a Business Analyst, the position may include the support of the development and establishment of DCSA's continuous vetting of facilities capability as needed. A background in threat finance, mergers and acquisitions, foreign investment analysis, corporate finance, or business intelligence, FOCI, would translate well for these duties!


Duties and Responsibilities:



  • Validate self-reported company information.

  • Identify/uncover unreported Foreign Ownership, Control, or Influence Issues.

  • Identify/uncover acts of non-compliance with U.S. laws and regulations.

  • Identify/uncover other business and security-related vulnerabilities which could impact a company's ability to protect classified information.

  • Identify/uncover potential intelligence/counterintelligence threat indicators.

  • Determine if additional analysis is required by other DCSA entities.

  • Identify/Uncover all financial aspects of the company (eg debts, profit/loss ledgers, and the accounts of any wholly owned subsidiary company).

  • Closely investigate potential investments and understand the business' true value.

  • Identify/uncover that require financial investigation include initiating a substantial investment, merging, or acquiring a firm.

  • Review/uncover/identify revenue, profit, and growth trends, stock history and options, short and long-term debts, valuation multiples and ratios in comparison to competitors and industry benchmarks, balance sheets, income statements, and the statement of cash flows.

  • Identify/uncover/review analysis of complex business and corporate organizations, and mergers and acquisitions and complex business structures.

  • Conduct all-source, business-related research and analysis aimed at U.S. and foreign companies and affiliated parties (key management personnel, suppliers, partners, creditors, owners, investors, and other and foreign affiliations etc.).

Qualifications & Clearance Requirements


Minimum experience:



  • Active Top Secret clearance verifiable in JPAS and currently have or be eligible for SCI access.

  • Bachelor's degree in Finance or Business Related degree.

  • Experience with analysis of complex business and corporate organizations, and mergers and acquisitions.

  • Experience with enhanced corporate due diligence with mergers and acquisitions to include: Financial records, Business plans and practices, Financial Forensics, and Business analysis.

  • Experience with supply chain intelligence.

  • Knowledge and skill in using commercial and proprietary business, legal, and intelligence databases and resources (e.g. Marigold, Panjiva, Bloomberg, Factiva, LexisNexis, FactSet, Capital IQ, Thomson Reuters, Dunn & Bradstreet, Dow Jones, etc.).

  • Excellent communications, presentation, and writing skills.

  • Ability to work well in a team environment.

  • Excellent Microsoft Office skills.

  • Knowledgeable with and ability to apply data analysis, trend analysis and problem-solving techniques, data manipulation within databases and Microsoft software packages.

  • Experience conducting Comprehensive Security Reviews at facilities; experience conducting operations analysis; conducting Comprehensive Security Review; Targeted Security Reviews; Enhanced Security Vulnerability Assessments (SVAs)

Preferred Experience:



  • Experience with JPAS and the National Industrial Security System (NISS) or similar databases.

  • 5 years' Experience with analysis of complex business and corporate organizations, and mergers and acquisitions.

  • Experience with Personal Security Investigation (PSI) and/or Personnel Security Clearances (PCL) investigation processes and associated requirements.

  • Experience with various USG organizations executing the CFIUS (The Committee on Foreign Investment in the United States) mission.

  • 2 years' experience with security-related data systems such as ISFD, e-FCL, and JPAS.

  • 2 years' experience with current and near-term DCSA data systems, specifically ISFD, NISS, e- FCL, NCCS, Palantir, and commercial business data systems and be capable in performing operations analytics.
