Sayres is seeking an experienced Senior Cyber Counterintelligence (CI) Analyst with a current TOP SECRET with SCI clearance, verifiable in JPAS, to support the Defense Counterintelligence and Security Agency (DCSA), formerly the Defense Security Service (DSS), in the Quantico, VA office. There may be possible travel to other locations in the Capital Region.


Responsibilities


The Senior Cyber CI will be responsible for the following:



  • Responsible for demonstrating counterintelligence expertise by assisting in the creation and maintaining of databases that analyze performance and evaluate progress supporting critical mission requirements.

  • Assist in maintaining a database exclusively designed for tracking, monitoring, and maintaining personnel training, and to support Directorate leadership with training trend forecast.

  • Develop, sustain, and assist in creating Program Management Review documents, equipment and supply inventories as necessary.

  • Maintain emergency recall rosters, input personnel retirement requirements, compile and format administrative data for the Cyber Operations Division of CI.

  • Prepare and staff Industrial Security (IS) packages (e.g. correspondence, executive notes, data calls, review of directives/instructions/regulations/manuals, research reports, etc.) related to the NISP.

  • Respond to and provide input in support of the CI Cyber Operations Team through management of CATMS (or other tasking system as appropriate) tasking assignments, track and monitor due dates/times and deliverables (requirements) and enter response data into CATMS prior to task closure date.

  • Develop Cyber threat strategy and policy recommendations supporting the CI Cyber Operations.

  • Analyze cyber-relevant information contained in industrial security, counterintelligence, Cyber threat, Cybersecurity reports, DoD policy documents and statues to recommend security, policy and technical interpretations of the material analyzed for the purposes of strengthening safeguards for classified information held by cleared contractors.

  • Aid in developing operational, strategic and policy recommendations to promote community sharing, collaboration, and disclosure of cyber-threat to classified information within and between cleared industry and government agencies.

  • Analyze the DCSA CI Cyber Threat strategy and assess the corresponding impacts to the NISP, to include identifying gaps and redundancies in DCSA, DoD, and Federal capabilities, policies and statues.

  • Support the IO Region Director by providing an on-site professional to expand the understanding of risk to cleared industry.

  • Develop appropriate mitigation strategies within the Region and across regional boundaries.

  • Mine data from specific DCSA, business and CI data systems to identify indicators of risk that can prioritize IO field operations.

  • Assist IO leadership with planning, organizing, monitoring, and coordinating courses of action to appropriately respond to mitigation strategies, to identify information gaps, and to highlight problems in collecting information.

Qualifications & Clearance Requirements


Minimum Skill Sets of Qualified Candidates



  • Bachelor's degree.

  • Minimum of 10 years' experience with security-related data systems such as ISFD, e-FCL, and JPAS.

  • Minimum of 10 years' experience in counterintelligence with experience in cyber security, cyber threat intelligence, and cyber counterintelligence issues at the subject matter expert level.

  • Minimum of 10 years' experience in program management support and working with high-ranking officials in a management support capacity.

  • Minimum of 5 years' experience with current and near-term DCSA data systems, specifically NISS, NCCS, Palantir, and commercial business data systems and be capable in performing operations analytics.

  • Minimum of 5 years' experience conducting operations analysis.

  • Minimum of 5 years' experience applying Intelligence Community Directives to intelligence-related analytical and operational scenarios and products.

  • Understand and apply the principles of research to analyze, evaluate, and interpret raw data collected from multiple sources.

  • Plan, organize, and coordinate research taking into consideration actual or potential problems in finding available or suitable sources of data.

  • Prepare, present, and defend portions of finished research and analysts' products.

  • Must possess experience with counterintelligence support actions related to cyber operations.

  • Minimum of 5 years' experience working in an interagency environment on working groups, steering committees, and task forces, including engagements with the Federal Cyber Centers.

  • Must present professional appearance, demeanor, acumen, respectfulness, and the ability to work well with others in a team environment.

  • Available to travel to the Regional Office in Alexandria, VA and to other DSS field offices in the region, as required.

  • Current Top Secret and SCI access security clearance verifiable in DISS prior to start date.

Preferred Skill Sets of Qualified Candidates



  • Ten (10) years' total experience through a combination of industrial security and counterintelligence positions.

  • Experience in working human resources issues, strategic planning, and data collection.

  • Experience with Palantir.

  • Knowledge of malicious cyber actor tactics, techniques, and procedures.

  • Understanding of cyber-Indicators of compromise and their utilization by Foreign Intelligence Entities.

  • Knowledge of defensive and proactive cybersecurity measures.

  • Knowledge of NIST SP 800-171, 172 enhanced cybersecurity requirements.

  • Understanding of the authorities, roles and responsibilities of the Federal Cyber Centers.

  • Ability to integrate cyber threat intelligence with counterintelligence activities.

  • SME-level knowledge of current cyber threat trends.

  • Experience in counterintelligence activities associated with the protection of technology.

  • Experience in security and counterintelligence support to the Defense Industrial Base.

  • Knowledge of National and DoD policies, strategies, and implementation plans regarding cybersecurity and critical infrastructure protection.

  • Understanding of the National Industrial Security Program, 32 CFR Sec 117

  • Understanding of the functions of the National Cyber Investigative Joint Task Force.
