The Ohio Department of Health’s Bureau of Environmental Health and Radiation Protection
is seeking one (1) candidate to fill our available Environmental Health Specialist 2 position.

Official Position Description:
 
Acts as technical expert within various multi-disciplinary public health and environmental  health science program areas (e.g., manufactured home parks, recreational vehicle parks, recreation camps, combined park-camps); reviews, analyzes and evaluates verbal and written complaints related to program areas; immediately assesses to determine severity and urgency of complaint and appropriate response on the basis of applicable regulations and procedures; determines appropriate time frames for investigation and refers complaint to lower-level environmental health specialists to conduct investigation; serves as liaison with other state, local, and federal agencies with respect to referrals not within programs’ regulatory authority; assists in development of documents (e.g., surveys, inspection forms, license formats) required for the conduct of assigned program areas; implements program policies and procedures to determine uniform application and interpretation of applicable rules; acts as lead worker (i.e., provides work direction and training) over lower-level environmental health specialists and monitors their work to ensure consistent application of rules; reviews survey reports completed by lower-level environmental health specialists for accuracy and appropriateness of findings (e.g., interprets applicable laws, rules and regulations to correct or modify findings; recommends provisional status or sanctions in case of non-compliance).
 
Provides technical assistance, consultation and/or training to local health departments (LHD), state agencies, grantees, contractors, industry and/or general public in assigned program areas; provides technical assistance to state and LHD regarding findings of non-compliance with requirements for program areas; coordinates and conducts statewide training, consultation, and technical assistance in one or more program areas as required by the Revised and Administrative Codes; coordinates statewide training for specialized audiences (e.g., Midwest Workshop, Environmental Health Programs Course); provides technical assistance, consultation, inspection, and training services in other environmental health science and public health programs (e.g., agricultural labor camp sanitation, food protection, private water system, household sewage disposal system, public swimming pool/spa, marina and bathing beach monitoring) as directed by the program administrator; acts as technical liaison to other state and/or federal agencies concerning joint studies, committees, special projects and/or training, and to ad-hoc and formal advisory committees to develop recommendations concerning new/revised state laws and public health council rules.

Prepares reports of technical nature for area of specialization; assesses technical and training needs of LHD using variety of methods, and develops and implements appropriate training interventions and/or curricula; assists in preparing procedural guidelines, interpretive reports and technical bulletins; assists engineers with plan review functions and performs routine plan review for less complex projects; prepares and submits annual report of all assigned activities to the program administrator.

Conducts construction and post-construction investigations of selected facilities to verify compliance with state laws, rules, and standards. Performs miscellaneous duties (e.g., conducts inspections and/or investigations; prepares evidence and testifies in hearings; maintains and/or conducts field reviews of new equipment, instruments and technical field equipment relating to program areas; prepares and delivers speeches before specialized audiences and the general public. As assigned, serves as a member of a disaster recovery/business resumption team, incident response team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations.

TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT: Must possess certificate of registration as environmental health specialist issued by Ohio Environmental Health Specialist Advisory Board, in accordance with Chapter 4736. Revised Code, within 2 years from date of appointment to class.

Certificate of registration as environmental health specialist-in-training or as environmental health specialist issued by Ohio Environmental Health Specialist Advisory Board in accordance with Chapter 4736. of Revised Code, or eligible for registration as environmental health speciaist-in-training or environmental health specialist in accordance with Chapter 4736. of Revised Code & must acquire certificate as registered environmental health specialist or environmental health specialist-in-training prior to engaging in practice of environmental health, but no later than 90 days from date of employment; in addition to proceeding, must meet one of following options appropriate to area to be assigned:

 

Completion of undergraduate degree from accredited college or university including at least 45 quarter or 30 semester units of science courses in areas of biology, chemistry, physics, geology, or mathematics & 36 mos. exp. in environmental health science position of which 6 mos. must have been in environmental health specialty area(s) to be assigned; must be able to provide own transportation.

 

-Or completion of undergraduate degree from accredited college or university with core program in environmental health science & 24 months experience in environmental health science position of which 6 mos. must have been in environmental health specialty areas(s) to be assigned; must be able to provide own transportation.

-Or 6 mos. exp. as Sanitarian Program Specialist 1, 65731, in environmental health specialty to be assigned; must be able to provide own transportation.
