General Description

The Superintendent will arrange the work of one or more paving/cold milling crews and coordinate activities of workers engaged in spreading, rolling, tamping, and patching asphalt or similar material to form surfaces of highways, streets, parking lots, aircraft landing strips, driveways, etc.

Provides overall on-site leadership and management on a construction project site.  The Superintendent is considered the Company’s representative and main point of contact on the construction site.  The Superintendent handles the flow of communication between Client’s on-site representatives, on-site inspectors, subcontractors, craft employees, and APAC/CRH.  The Superintendent plans, coordinates, and supervises onsite functions including scheduling, material control, and day-to-day direction of field personnel.  

Key Duties


  • Is responsible for the implementation of environmental, health, and safety regulation/policies/laws.

  • Responsible for ensuring Risk Assessments, T5s, and Task Training are completed daily.

  • Coordinates plans and supervises field staff, subcontractors and craft activities for the assigned project.

  • Liaison with other departments, plants, etc. to ensure all required materials, equipment, and inspections support the project schedule.

  • Coordinates plans and specifications with the Project Manager/Estimator/Construction Manager, clarifying discrepancies.

  • Understand all areas of asphalt paving, including dirt work, grades, drainage, paving patterns, rolling patterns, handwork and compaction.

  • Review hot plant reports, crusher reports, job reports, etc. daily.

  • Holds progress meetings as necessary with required personnel, including project “kickoff” meeting

  • Assist Estimating by providing feedback on job progress as opposed to as estimated.

  • Optimizes operations procedures.

  • Chooses techniques and defines asphalt means and methods.

  • Trains Asphalt Foreman and assists in training new crew members.

  • Supervises Foreman.

  • Maintains MOT certifications.

Qualification Requirements



  • Education and Experience.  This position is not an entry-level job, as it requires demonstrable previous experience as a Paving Superintendent. A high school diploma or general education degree (GED) is required.  Must be able to understand work directions and communicate effectively with management and fellow employees. 5 years or more experience with materials, methods, maintenance and operation of equipment required with an emphasis on asphalt and paving.  Valid driver’s license and satisfactory driving record required.

  • Must be willing to travel and work away from home when required.

  • Must be willing to work nights and weekends when necessary.

  • Must have the ability to work without close supervision.

  • Compliance with all OSHA and/or MSHA regulations.

Knowledge/Skill Requirements


  • Effective verbal and written communication skills and an ability to work with management.

  • Ability to communicate with others and to assimilate and understand information, in a manner consistent with the essential job functions.

  • Demonstrated, effective skills in dealing with employees at all levels.

  • Comprehensive understanding of state laws and DOT regulations relating to construction activities.

  • Ability to be a self-starter and able to operate under general guidelines.

  • Ability to operate office equipment including, but not limited to computers, copiers, iPads, printers, etc.

  • Proficiency in personal computers/word processing, spreadsheets/databases, and relevant software packages.

  • Knowledge of basic office practice.

  • Ability to analyze issues independently.

  • Ability to perform under deadline pressure.

  • Ability to understand and follow complex verbal and written instructions.

  • Ability to meet attendance schedule with dependability and consistency.

Work Environment


  • Significant portion of work will be performed outside in conditions that may be extreme in temperature and condition.
