ABOUT THE POSITION

The Riverside University Health System's - Correctional Health System has openings for Licensed Vocational Nurses at Cois M. Byrd Detention Center - Murrieta .

This posting will be used to fill openings at our Adult and Juvenile facilities. One or more years of experience working as an LVN in the care of patients in an acute care or clinic assignment is required. Shifts are 12 hours from 6 to 6:30. Bilingual Spanish Preferred.

Under general supervision and direction of a registered nurse, nurse practitioner, or physician, perform nursing duties within the scope of the Nurse Practice Act for vocational nursing, to perform nursing duties in the care of individuals detained at a Riverside County Sheriff/Probation adult or juvenile confinement or detention facility; and to do other related work as required.

The Licensed Vocational Nurse (LVN) is not an independent practitioner. Incumbents in this class are assigned to Riverside County Regional Medical Center-Detention Health Services (RCRMC-DHS), an adult and/or juvenile confinement or detention facility, and perform routine and emergency care nursing duties under general supervision and medical protocols.

EXAMPLES OF ESSENTIAL DUTIES

Provide nursing care to patients within the scope of the Nurse Practice Act for vocational nursing; prepare patients for physicians, registered nurses, physician assistants and nurse practitioners, and care for patients during treatment; administer medications using subcutaneous, intramuscularly, intradermal, subdermal, and/or oral methods.

• Take temperature, pulse, respiration and blood pressure of patients as necessary; apply and change dressings and cares for wounds; may collect specimens for laboratory analysis; assist physicians, registered nurses, and mid-level providers in performing examinations, respiratory care and other treatments including minor surgical procedures, PAP smears and colposcopies.

• Perform venipuncture, injections of medications including biological immunizations for pediatrics and adults, including the provision of Tuberculin skin tests, Coccidioidin skin tests, and Histoplasmin skin tests in the course of a tuberculosis control program.

• Perform documentation as required within the scope of the Nurse Practice Act for vocational nursing, and established rules of charting; chart treatments and medications and maintain pertinent medical records; collect data from patients to ensure scheduling with appropriate services; maintain clinical records, reports and charge tickets; review charts to determine type of treatment the patient may require and assure proper clinic scheduling and continuity of care.

• Counsel, advise and educate patients regarding proper healthcare methods; set clinic or medical appointments per established policies and procedures; refer patients for specialty care to outside agencies utilizing knowledge of payor source to ensure appropriate referrals to outside agencies and programs.

• Assist physicians, registered nurses, and mid-level providers in the administration of special treatments, examinations, and intravenous therapy; chart treatments and medications and maintain pertinent medical records according to established practice by the Nurse Practice Act for vocational nursing, policies, and procedures.

• Assist physicians, registered nurses, and mid-level providers in the administration of medical records; assist in the data collection, preparation, and implementation of patient care plans; participate in patient education and rehabilitation programs and document data appropriately.

• Observe patients' condition and behavior, and report significant changes to the supervisor.

• May perform emergency care nursing, and/or act under supervision and direction of a physician, registered nurse, or mid-level provider as a nursing leader over health services assistants, certified medical assistants, office assistants/medical unit clerks, and other LVNs, as assigned.

• Participate in or provides leadership to various committee meetings and presents and/or gather data and information to assist management in making administrative and operational decisions; participate or provide leadership in committee activities related to performance improvement issues by auditing patient records.

• May serve as a preceptor and on-going mentor to nursing staff; act as a resource to other staff and administration, actively supporting the nurse manager and supervisory staff.

MINIMUM QUALIFICATIONS
Experience : One or more years of experience working as an LVN in the care of patients in an acute care or ambulatory or correctional healthcare facility.

Knowledge of : Current principles, techniques and procedures used in vocational nursing within the scope of the Nurse Practice Act for vocational nursing; medical terminology, acute care procedures and equipment; medication administration and any policies and procedures of the setting assigned.

Ability to : Skillfully perform the full range of vocational nursing duties and responsibilities within the scope of the Nurse Practice Act for vocational nursing; learn and follow policies and procedures for the setting assigned; establish and maintain effective working relationships with physicians, mid-level providers, registered nurses, patients, and co-workers; complete and maintain reports and patient records; make observations of situations accurately and report them so effective action can be taken according to rules of documentation and policies and procedures.

License : Possession of a valid California Vocational Nurse's License issued by the California Board of Vocational Nurse and Psychiatric Technician Examiners.

Certification : Possession of a valid Basic Life Support (BLS) issued by the American Heart Association for professional healthcare providers.

Other Requirements
Possession of valid Basic Life Support (BLS) Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) certificates issued by the American Heart Association for professional healthcare providers.

A valid California Driver's License may be required for some positions in this class.
Must maintain a Sheriff's Security Clearance for access to all correctional facilities.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)

    4< 9 years = 120 Hours (15 Days)

    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
