Summary of Job Duties:

The Procurement Coordinator will coordinate and provide assistance with various procurement activities related to the purchase of equipment, materials, services, supplies, and travel for UA-PTC.
Essential Duties and Responsibilities include the following:

* Processes and reviews a variety of commodity and service purchases through review of specifications, quotes, and proposals to determine if compliance with Arkansas State Laws and Regulations and Institutional procedures and policies.
* Prepares specifications for Competitive Bids and Competitive Sealed Bids. Ability to write detailed product and service specifications. Manage bid openings, evaluation criteria, vendor lists. Receives and evaluates bids to determine lowest bid and delivery requirements within cost limits, and awards bid.
* Supplier relations, interviews, negotiations, record maintenance, and setup.
* Examines, selects, orders, and purchases merchandise at most favorable price consistent with quality, quantity, specification requirements, and other factors.
* Expedite and review purchase order invoice(s), return of merchandise, and shipment.
* Provides technical assistance to departmental personnel, suppliers, and other parties.
* Resolves issues to ensure accuracy and timeliness.
* Ability to manage time and meet tight deadlines.
* Manages and maintains institutional insurance and insurance documentation.
* Perform data entry of various information.
* Responsible for electronic file retention, scanning and indexing, filing, and emailing documents related to procurement activities; such as spreadsheets, records, reports, purchase orders, inventory lists, p-card logs, travel-related items, and other documentation.
* Assist with other related requests such as travel process and procedures, spend authorizations and expense reporting, management of college fleet vehicles, and asset management.
* Perform other duties as assigned.



Qualifications:

EDUCATION AND/OR EXPERIENCE

Preferred: Bachelor's degree in general business or related field with two years of experience in procurement, bookkeeping, basic accounting, billing, or related experience.

Required: Associate's degree with three years of experience in procurement, bookkeeping, basic accounting, billing, or related experience.


OTHER QUALIFICATIONS

Must possess a driver's license and good driving record for insurance purposes.

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Intermediate math skills are required to determine the cost basis of incoming fixed assets, some calculations involve determining prorating (distributing costs of shipping & handling, installation, etc.) and then adding applicable sales tax. This involves addition, subtraction, multiplication, division, and percentages. Calculations are also used to determine G/L adjustments to settle discrepancies between the fixed asset cost basis and accounts payable activity.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS

Knowledge of database accounting and management principles. Knowledge of applicable laws and regulations of assigned section. Knowledge of computers and software application programs.

Knowledge of customer service techniques. Ability to record fiscal data and manipulate data to generate complex reports and documents. Ability to conduct research and perform basic quantitative quality assurance reviews.
