Your Role

The Population Health Equity team ensures that systems are created to identify, mitigate, and prevent systemic racism, oppression structural bias while embedding health equity as a guiding principle for all aspects of the organization's influence. . The Population Health Equity Senior Manager will report to the Director, Population Health Equity. In this role you will be the lead driver for delivering the vision outlined above, organizing, and managing the work put forth by accountable parties from the executive leadership level to other stakeholders both within Blue Shield as well as externally. With a team of 2-3 direct reports and in collaboration with the Director, Population Health Equity, the Sr. Manager's portfolio includes but is not limited to, integrating population and health equity efforts; driving understanding of and building a culture of health equity; getting and using meaningful data; initiatives to reduce inequities; integrating diverse perspectives and communication efforts to center the work on equity. This person will lead the Oversight Committee directing health equity efforts across the company and will leverage cross functional and cross sectoral partnerships, initiatives, and key infrastructure elements to embed health equity into all facets of Blue Shield's activities. Your Work

In this role, you will:


  • Lead the coordination of population health equity initiatives across the enterprise

  • Facilitate the Health Equity Oversight Committee meetings, which supports the strategic planning and advancement of health equity throughout the organization

  • Aid in the advancement of the population health equity strategic plan in coordination with the Diversity, Equity, and Inclusion initiatives

  • Lead meetings and reporting with key stakeholders and accountable leaders to adapt strategies while holding key members accountable for deliverables

  • Create and deliver presentations, reports and profiles to share successes, opportunities, and stories to communicate the importance and relevance of health equity to the organization

  • Draft and review responses for RFPs including, but not limited to Medicaid focused efforts

  • Develop partnerships to work collaboratively with internal stakeholders and with external community organizations while leveraging existing assets and addressing priority needs to improve the health of all Californians

  • Build and analyze assessments to determine opportunities for impact

  • Collaborate with internal stakeholders to build data infrastructure in alignment with state and federal guidelines

  • Create opportunities for people and populations most impacted by inequities to develop solutions inside and outside the system

  • Develop processes to integrate diverse perspectives with explicit focus on racial and ethnic populations experiencing inequities

  • Assist in the dissemination of Population Health Equity trainings and materials for onboarding new employees and for influencing the existing culture in collaboration with the Diversity, Equity, and Inclusion team

  • Form strategic partnerships with external entities to build collaborations and affect change in policy at the state and federal level

  • Serve as subject matter expert for technical assistance and reviews of practices, policies, and procedures

  • Other duties as assigned









Your Knowledge and Experience


  • Requires a bachelor's degree or equivalent experience

  • Requires at least 10 years of prior relevant experience, including 4 years of management experience

  • 5 or more years of experience working in a community or public health role with a focus on health equity and systems change related to racial and ethnic population health improvements required

  • Working operational knowledge of the key synergies necessary among practices, payers, community, and policy leaders to better align health care transformation efforts required

  • Working knowledge of existing and proposed strategies for supporting Medicaid populations required Insert required/desired qualification

  • Experience in systems design with an equity lens at a population level desired
