Join Cardno's Science and Environment Team as a Senior Project Manager supporting our projects in the southeastern U.S. You will play an essential role supporting our applicant representation and agency compliance NEPA practice. Cardno is offering the unique opportunity for a senior leadership role within our highly respected team of NEPA specialists. We are looking for a Senior Consultant to provide technical leadership to our clients and to a team.

Job Description:

Cardno's Natural Resources Southeast Business Unit is looking for a Senior Consultant with a specialization in the National Environmental Policy Act (NEPA), recognized for technical excellence in applicant-side NEPA program support. You will serve as a technical advisor or project manager on complex, multi-year NEPA projects in the power, oil and gas, and transportation sectors, and other sectors. The Senior Consultant will also provide mentorship, leadership and technical expertise on all aspects of applicant-side NEPA support including strategy, schedule, assessment, planning, regulatory consultation, environmental permitting, mitigation, and stakeholder engagement.


The Senior Consultant will coordinate extensively with our staff of accomplished NEPA practitioners, biologists, ecologists, water resource specialists, economists, and engineers on a variety of exciting projects throughout the southeastern U.S. and nationally. You will develop and maintain client relationships and have direct client engagement, both in executing NEPA project work and developing new work with clients. You will also work with federal agencies having primacy over NEPA evaluations and cooperating agencies including the FERC, EPA, USFWS, USFS, NOAA/NMFS, BLM, DOE, and DOT, among others. The Senior Consultant will also consult with state agencies and other key project stakeholders.


Responsibilities include:



  • Plan and support local and national marketing activities

  • Develop growth strategies and business development plans, and conduct business development activities.

  • Assist in the development and execution of federal, state, and local-level business development plans

  • Develop relationships with strategic business partners (e.g., small businesses)

  • Help cultivate a sustainable and growing backlog

  • Project setup, project delivery, project controls, business development, client satisfaction, contract management, and profitability of complex intra- and inter- state projects

  • Management and guidance of a strong technical NEPA support staff in the production of applicant-side environmental reports and NEPA documents following federal agency guidelines

  • Initiate, prepare, and review proposals

  • Be a representative of Cardno at client meetings

  • Prepare project deliverables and project-related correspondence

  • Manage client accounts including contracts, fee estimation, project set-up and execution of work under sector management guidance

  • Establish and maintain quality assurance plans and safety plans for assigned projects

  • Prepare work plans, assemble project teams, delegate tasks and ensure compliance with scope and timely completion of tasks

  • Assist in the recruitment of key staff to expand the Cardno staff capability

  • Coach, mentor, and identify candidates to serve as project managers to ensure the successful completion of work products.


Minimum Qualifications:



  • BS/BA degree; Master's degree in relevant field preferred (Environmental Studies, Biology, Wildlife Biology, Engineering, Community/Urban Planning, or similar fields.)

  • 10+ years' experience in the federal sector as a NEPA "seller-doer"

  • Professional registration/certification (PE, AICP, PMP, RA, etc.) is preferred

  • Experience managing projects within the southeastern U.S.

  • Strong relationships with private sector and federal clients

  • Contacts with state, county, or municipal entities in Florida, Georgia, Alabama, Tennessee, Mississippi, Virginia, North Carolina, South Carolina, Texas, or Louisiana is desirable
