Manager Police Telecommunications at HOUSTON COMMUNITY COLLEGE SYSTEM

Job Description:

SUMMARY
Under the direction of a Lieutenant, the Manager directs, supervises, and coordinates the activities and operations of the 24/7 Police Telecommunications Center; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible, technical, and complex administrative support.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.



  1. Plan, organize, coordinate, administer, direct and evaluate the work of the Police Telecommunications Center; Assist with the development and implementation of goals, objectives, policies, procedures, strategic plans, programs and work standards for the division;



  2. Provide a full range of administrative support to management staff; assist in the development and maintenance of effective management/employee relations; direct, prepare and present staff reports, correspondence and public awareness materials;



  3. Develop and implement management systems, procedures and standards for program evaluation. Continuously monitor and evaluate the quality, responsiveness, efficiency and effectiveness of service delivery methods and procedures; Ensure compliance with policy, procedures and accreditation standards; Work with employees on the continuous improvement of services;



  4. Manage the development and implementation of inspection programs to include, but not limited to, department equipment, facilities and correcting any found deficiencies; conduct a variety of organizational and operational studies, investigations and recommend modifications to programs, policies and procedures as appropriate;



  5. Oversee the selection, training, motivating, evaluating, recognizing and disciplining division personnel; manage communication specific training and development programs; work with staff to correct deficiencies;



  6. Assist with the evaluation, preparation and administration of the division budget; continually evaluate divisional resources, staffing levels and propose modifications where appropriate;



  7. Plan and coordinate department communications during inter-agency operations involving special events, emergency management, special projects and unusual occurrences



  8. Create, analyze, review, and distribute departmental reports. Upon reviewing these reports, assess division and departmental needs, make recommendations for departmental changes, and make divisional changes as necessary;



  9. Serve as the Terminal Agency Coordinator (TAC) for the Texas Crime Information Center (TCIC) and the National Criminal Information Center (NCIC). Provides liaison to State and Federal FCC officials;



  10. Represent the department in collaborating with representatives of other local, state, and federal governmental agencies;



  11. Prepare and deliver presentations pertaining to the department’s public safety communication system; and



  12. Maintain proficiency and training requirements of a Telecommunications Operator.


 
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform the essential duties and responsibilities listed above. The qualifications listed below are representative of the education, experience, knowledge, skills, and/or abilities required.
 
EDUCATION
High School degree or equivalent required. Associate’s degree in criminal justice, management, or related field is preferred.
Intermediate Police Telecommunicator Certification, Texas Commission on Law Enforcement Standards and Education required.
Field Training Officer and Instructor Certification preferred.
 
EXPERIENCE
Three (3) years police telecommunication experience, including one (1) year of supervisory, management or lead experience is required.
 
KNOWLEDGE, SKILLS AND ABILITIES

  1. Employees in this position will be scheduled to work rotating shifts in a 24/7 environment. Employees will be expected to work holidays, nights and/or weekends to meet staffing and scheduling requirements;

  2. Demonstrated ability to use computer and related software programs to support clerical and technical functions of the position;

  3. Must have supervisory skills;

  4. Must be able to define problems, collect data, establish facts, and draw valid conclusions;

  5. Must have the ability to function in stressful circumstances;

  6. Must have the ability to handle multiple tasks simultaneously;

  7. Must have the ability to provide quality customer service;

  8. Must be able to communicate effectively with individuals from diverse backgrounds; and

  9. Able to remain calm and courteous under stressful situations.

The Opportunity

Your mission: We’ll count on you to direct and supervise the operations of our 24/7 POL Telecommunications Center; coordinate activities with other divisions, departments and outside agencies; and provide administrative support to Center leadership.

A typical day: You may kick off the day with a brief staff meeting, where you discuss a professional development and training program you’ve organized as part of the Center’s strategic plan. Once you’re finished, you head to a meeting in Administration, where you talk about department communications during inter-agency operations (e.g., special events, emergencies, etc.) You’ll spend some time in the afternoon putting the finishing touches on a report to leadership outlining ways in which you feel the Center’s services could be improved, and your proposals for accomplishing those improvements.
