Job Summary:

In support of the Department of Defense 6.3 Research and Development Organization, the Advanced Distributed Learning Initiative (ADL). Lockwood Hills Federal is seeking a Technical Program Manager (TPM) responsible for or organizing and overseeing the development of the Learning Technology Warehouse (LTW). The LTW is a Training and Education product catalog that serves as a front-end to the ADL Initiative’s DevSecOps software factory.



This position will call for a Technical Program Manager (TPM) to oversee and manage external vendors and internal performers in support of the development of the Learning Technology Warehouse.

  • Manage the cost, schedule, and budget of ongoing LTW development efforts in support of DoD requirements.

  • Oversee the Continuous Integration and Continuous Deployment of the LTW by the LTW development team.

  • Coordinate across ADL lines of effort to promote continuous improvement of the LTW UI/UX, refine requirements from DoD stakeholders, and promote marketing /outreach opportunities to foster adoption of the capability. 

  • Coordinate the creation of LTW documentation to support different groups of LTW users including the developer community for onboarding products into the LTW.

Minimum Qualifications: 

  • Project Management experience meeting key objectives and milestones, monitoring schedule, executing first-line quality control, and translating between high-level goals and tactical-level performance.

  • Proven experience in a leadership role supporting a technical project or program.

  • Experience with the decomposition of large projects into plans-of-action composed of  smaller tasks and personnel assignments that can be monitored to measure progress against the plan.

  • Experience working with the Military training and education community and an understanding of the different tools, technologies, and systems commonly used by this community. 

  • Experience creating technical plans for products, and participation in all phases of the product development lifecycle, including analysis, design, testing, and integration of products.

  • Ability to provide quality presentations and updates to different user groups including IT personnel, administrators, instructors, and senior leaders.
