In September of 2019, American Water was awarded a 50-year contract to privatize the water and wastewater utilities at Joint Base San Antonio, Texas. The Joint Base is comprised of US Air Force Randolph Air Force Base, Lackland Air Force Base, and US Army Fort Sam Houston. Primary Role
Position assists Military Services Goup (MSG) at JBLM facilities to meet contractual and regulatory requirements from an operations and maintenance perspective.
Key Accountabilities
Ensure safe and reliable operations of utility systems. Assist installations to maintain compliance to environmental and safety regulations. Provide training of staff where required. Troubleshoot operations and develop Standard Operating Procedures if needed.
Maintain contractual compliance. Support contract compliance including all aspects of the administrative portions of the contract in accordance with the Contract Compliance System.
Develop and Maintain Operational Support Manuals and Processes. Support Installations in developing and standardizing O&M manuals and other documents and processes. Institute new operations and maintenance programs to improve overall contract delivery.
Manage and Support the transition of new contracts. Substitute for and support Utility Manager during 90-day transitions which include supporting recruitment, procurement, and setting up regulatory, health and safety, operations inventories, etc.
Support Business Development. Attend water and wastewater facility evaluations and provide operations and maintenance advice to support cost and technical proposals. Assist in the development of pricing for new projects under existing contract.
Knowledge/Skills
Documented project management skills
Strong IT skills - proficient in MS Office especially Excel, Word, Hach WIMS and LAB Cal and familiarity with MS Project and Power Point
Previous experience and proficiency with SCADA and CMMS systems
Must have ability to interact with a diverse range of individuals and possess excellent functional / technical skills
Negotiation and public speaking experience a must
Strong managerial skills. Minimum 5 years in managing a staff.
Experience/Education
BA/BS preferred or relevant equivalent experience
Role requires a minimum of 10 years business experience with knowledge of the unregulated water / wastewater utility industry operations in an active technical management role preferred.
Minimum 10 years’ experience with working knowledge of all aspects of water and wastewater utility management
Travel Requirements
30% local and national travel
Performance Measures
Compliance of all aspects of water and/or wastewater utility regulations, policies, practices and procedures.
Working knowledge of state and federal laws, which impact the organization in contract location.
Compliance with all aspects of the MSG Strategy for Operations Excellence (SOE)
Certifications & Licenses
Texas TCEQ minimum license of Collections Class III or Wastewater Class B Operators License and Class C Water Distribution and Class C Groundwater Operators License or the ability to obtain these licenses within the first 18 months of employment.
