The Accountant performs professional work in monitoring and controlling financial systems for the Managed Care Organization (MCO) Financial Operations Department and performs high level accounting duties with minimal supervision. The Grants Accountant provides accounting expertise and support to Alliance Health in the area of TCLI, HUD and FEMA grants and budgeting to ensure compliance with governance and regulatory bodies in order to provide accurate and transparent data to all stakeholders. The position collaborates with Care Coordinators and Housing to ensure all required reporting is in compliance to the required standards. The position reports to the Accounting Manager.
This position will allow the successful candidate to work a schedule which will include both onsite as well as remote work certain days of the week as approved by their supervisor. The projected start date for this position will be December 2021.
Duties and Responsibilities
The Grant Accountant is responsible for (though not limited to):
Utilize accounting policies, procedures and controls to assure compliance with Federal and State laws, best practices and contractual requirements;
Utilize administrative policies and procedures and assist with coordinating a variety of financial and administrative management programs
Track assigned grant revenues and expenses to ensure compliance with grant terms and to provide information to Community teams
Prepare grant required reports related to TCLI, HUD and FEMA and ensure all reporting requirements are met and submit to the State by the established deadline
Provide budget forecasts and evaluate budget variances based on analysis of spending and grant terms
Answers accounting procedure questions by researching and interpreting accounting policy and regulations;
Request payments for the HFA/Subsidy Admin and HUD programs
Work closely with Accounts Payable to ensure that assigned grants are recorded accurately and paid in accordance with grant terms
Compile payment requests to send to Accounts Payable on a monthly basis
Complete monthly reconciliations of grant payments to expenses paid and resolve variances with Accountants payable and State agencies
Responsible for the compilation of the MCO’s yearly SEFSA
Provide monthly and yearly Accounts Receivable’s to the senior accountant.
Train Care Coordinators on changes related to documentation needed for the TCLI grants.
Review and approve Pcard transactions related to the TCLI grant.
Interact with internal compliance department and external auditors in completing audits
Maintain financial security by following internal controls

Requirements
Graduation from a four year college or university with a degree in business administration, finance, accounting, or a related field and a minimum of two years related experience; or a two-year degree and four years of related work experience or an equivalent combination of education and experience that provide the essential knowledge and abilities to perform the job.
Experience in the administrative business or government financial systems; preferred. Strong knowledge of excel preferred. Great Plain Dynamics experience a plus.
Knowledge and Skills
Thorough knowledge of accounting and financial planning principles and practices; thorough knowledge of generally accepted accounting and budgeting principles as applied to governmental accounting; knowledge of and skill in the methods, techniques of research, statistical analysis and report presentation;

Ability to act and operate independently; Strong analytical and problem solving skills with the ability to research and reconcile accounts;
Excellence in attention to detail and time management;
Proficiency with Microsoft Office. Experience with GP Dynamics is a plus.
Additional Training Preferred:
Previous experience in a behavior healthcare agency preferred.
