Job Description

The Program Director, Operations and Portfolio Management, leads the program management teams responsible for day-to-day operations of product and service delivery and is responsible for the management of P&L of a prescribed program portfolio. Serves as the initial escalation point on project scope, resource, timeline, and operational issues. Collaborates across corporate business units to facilitate total organizational approaches and solutions. Communicates personally and regularly with the client to ensure Military and Veterans Health (MVH) is exceeding expectations. Attracts, maintains, and motivates staff. Develops and executes a practice-specific tactical strategy that aligns to the overall MVH business unit strategic strategy. The Program Director will develop, execute, monitor, and manage the program plans related to all service, solutions, product delivery as contractually agreed to with clients/customers; as well as for those that are planned as part of the forecasted growth (pre-award program stand up preparations). Develops strong client, industry, and internal relationships to drive business development and operating efficiencies. The Program Director will be accountable in part for the business unit's financial performance objectives, to primarily include but not limited to revenue, growth, profitability, program performance, customer satisfaction, operational improvements, and talent development. The Program Director will contribute to growing our expanding presence across the business unit's target market segments with a primary focus on assigned programs, supporting business development, program execution, and customer satisfaction.This position serves as a member of the MVH Business Unit Leadership Team and currently reports to the MVH General Manager.

Key responsibilities (Bullets)


  • Responsible for all aspects of general management and oversight of the day-to-day operations, task execution and delivery of programs in the assigned MVH portfolio.

  • Responsible for managing planned revenue, P&L, execution of program growth initiatives.

  • Establish and implement key metrics and key performance indicators (KPIs), which provide periodic and on-demand health check of programs, contracts, and customer relationships at all levels of decision making at the account.

  • Maintain personal and real time/regular communication with key customers and take proactive and lead roles in new business development activities.

  • Manage risk assessment process; work with teams to mitigate exposure, resolve issues, and escalate when necessary.

  • Be ultimately responsible for all aspects of program delivery compliance, customer satisfaction and staff development within the program for professional and career development.

  • Contributes input into Price-to-Win and technical strategies, sharing responsibility with the VP of Strategic Growth.

  • Uphold highest level of integrity in performing a leadership role through an unbiased and successful execution of customers' mission as agreed upon through the entire capture/close cycle.

  • Provide leadership and vision to program team, motivate them to strive for excellence, achievement of business goals and objectives, and instill a culture of customer service and accountability.

  • Oversee the day-to-day work of the organization, including coordination among programs, projects, technical assistance, grants, events, publications, finances, and other general operations.

  • Oversee Senior Program Managers responsible for account management specific to programs under execution/delivery. Be responsible for leading the delivery organization by instilling a superior code of conduct and standards of performance and ethics across the board.

  • Document and maintain an inventory of Past Performances, Client Assessment, Third Party Assessment and Cost Efficiencies.

  • Work in conjunction with the MVH Growth team to monitor competitor products, sales, and marketing activities.

  • Partner with HR/HCM to support and serve as a hands-on leader to all staff to support their development in becoming high performing team members while achieving personal and individual career development goals.

  • Be the face of delivery organization in working closely with the rest of the company's key staff in development and execution of company's growth strategies.

  • This business unit has responsibility for specific annual revenue and profit objectives obtainable through the billable resources reporting into the business unit in support of customer contracts.

  • Ensure smooth communication and coordination across the organization. Develop a system for internal communication and design and lead staff meetings and strategy sessions. Help build and reinforce a strong culture of rigor, innovation, transparency, and positive engagement.

  • Inclusive supervision and effective team building skills. Encourage team collaboration, professional development, and input from all team members, including remote staff and consultants; communicate effectively and listen actively, with a respect for diverse perspectives and healthy team debate; provide thought leadership and support in the design of strategies; leverage the expertise and deep knowledge base of a team of experts.

  • Travel occasionally as needed (up to 25%).

Required Qualifications

Candidates that do not meet the required qualifications will not be considered.


  • Master's degree with 10 years of related business operations and successful program delivery experience or Bachelor's degree with 15 years of related business operations and successful program delivery experience

  • At least 7+ years of related operational experience with federal procurement/contracting.

  • 7+ years in managerial roles of increasing responsibility

Additional Minimum Qualifications


  • Demonstrated industry and government contacts and relationships that are relevant to continued organizational growth through superior delivery performance and customer satisfaction.

  • Demonstrated and proven ability to manage and direct senior client services and delivery, program, and account managers.

  • Proven strong experience and appreciation for revenue growth and management of P&L with fiscal discipline.

  • Demonstrated ability to grow the current revenue base and support penetration of new markets; leverage personal and professional relationships into quality revenue growth.

  • Proven success creating and implementing business processes to support programs, including developing robust metrics and systems to track program progress.

  • Prior experience creating and implementing employee performance management, and development of a structure that incorporates goal setting, metrics, and feedback.

  • Ability to think and plan strategically and execute tactically to meet the growth targets within the current accounts to capture and grow market share among competitors

  • Demonstrated ability to lead senior staff, influence customers and senior executives and collaborate effectively with peers.

  • Proven experience in comprehensive, advanced negotiation and closing skills.

  • Able to work under pressure (at times) and to be extremely flexible under changing priorities.

  • Ability to maintain the highest level of confidentiality.

  • Willingness to undertake any additional duties as they are assigned by their manager.

  • Excellent organizational skills, strong attention to detail and ability to effectively manage programs supporting multiple businesses.
