Job Title: Subcontract Manager

Job Core Responsibilities


  • Oversees full life cycle of Subcontract activities.

  • Develops Acquisition Strategy, Bid Packages, Evaluations and Negotiations of Subcontractors Proposals and Agreement creation and documentation that addresses overall program capture needs and execution. Must be able to prepare complex bids requiring integration of proposals from multiple subcontractors and other potential suppliers.

  • Works on highly complex problems and exercises a high degree of independent judgment in selecting methods and techniques for developing solutions. Requires a significant degree of analytical ability to understand and interpret complex data related to complex Subcontractor quotes/proposals, source selection techniques, cost/price, negotiation objectives/strategies, and risks/opportunities.

  • Ensures quick resolution of technical and programmatic issues by leveraging and integrating the capabilities of the entire organization.

  • Manages Subcontractor performance to cost, delivery/schedule, quality, compliance, technical and programmatic/contractual requirements.

  • Manages Subcontractor change order proposals and making recommendations on whether to approve or reject the changes.

  • Evaluating Subcontractor Claims.

  • Ensures the receipt, accuracy, and timeliness of Subcontractor submitted documents relating to the subcontract deliverables and milestones.

  • Performs risk analysis with internal stakeholders and subcontractors while developing mitigation plans and solutions to problems utilizing creativity and innovation.

  • Collaborates with Program and Finance Managers to promote cost reduction initiative, opportunities, and performance improvements (technical and quality) to drive exceptional Subcontractor execution.

  • Prepares and issues Subcontractor bids/solicitations.

  • Prepares written reports, correspondence, and memoranda required for internal and external distribution.

  • Provides support to the Senior Management team on best practices and lessons learned to subcontract management.

  • Develops and maintains strong business relationships with Subcontractors and internal stakeholders.

  • Establishes and implements procedures necessary to ensure compliance with terms and conditions of all major subcontracts.

  • Performs other subcontractor management duties as assigned or needed.

Education/Experience Required 

Bachelor’s Degree in Supply Chain Management, Business, Industrial Distribution, Finance, Accounting, Information Systems, Economics or related field.

Minimum of six (6) years of progressive Subcontract Management experience.

Desired Skills and Competencies


  • Expertise in international subcontracting and various international law.

  • Previous experience establishing PIA’s/NDA’s and coordinating international shipments.

  • Knowledge and experience in negotiating Intellectual Property.

  • Ability to organize tasks and prioritize assignments.

  • Effective time management skills including the ability to balance multiple priorities at once.
