Responsibilities: 

The Grants and Program Management Support (GPMS) position supports the OES/OPA Director and Deputy Director in programs administered by OES/OPA related to marine pollution, ocean acidification, marine protected areas and other international ocean and polar issues and supports the Grants Officer Representative (GOR) in carrying out the functions of analyzing outputs, reviewing programmatic progress, completing budget reviews, trouble-shooting, and reporting on grant progress on OES/OPA grants.  The GPMS also supports OES/OPA as a limited back-up to the OMS.  Under the direction of the responsible GOR and the OES/OPA Director and Deputy Director, the GPMS supports the administration of OES/OPA ocean and polar programs and grants by the following tasks:


  • Brief OES/OPA Director, Deputy Director, GOR, co-workers, and principals in grant project implementation

  • Facilitate interagency coordination as necessary for grant and program implementation in consultation with GOR and/or OES/OPA Director or Deputy Director

  • Serve as a point of contact and source of information for regional bureaus colleagues on grant and program implementation issues in the relevant regions

  • Assist OES/OPA with the drafting of Operations Plans, Congressional Notifications and Performance and Planning Reports, especially in regards to program funding

  • Provide program coordination and technical and scientific advice regarding strategic planning, funding allocation, and program implementation of identified thematic priority areas for outreach with appropriate stakeholders to develop partnerships on projects

  • Assist with Our Ocean conference planning and execution, including, but not limited to, drafting memos, corresponding with hosts, arranging meetings, and tracking commitments

  • Produce content and maintain relevant information on the OES/OPA, Our Ocean and any other relevant SharePoint sites to ensure DOS-wide access to current information supporting posts and others on OES/OPA program and grant issues 

  • Provide support with technical assistance, oversight, advice, expertise, and consultation to program officials, grantees, and sub-grantees

  • Prepare pre-award documentation necessary to award the grants/cooperative agreements, including minutes from review panels and action memos

  • Support program evaluation design, including monitoring and assessing grantee performance, and establishing performance measures

  • Provide support in documenting information resulting from audit findings or monitoring audit resolution in partnership with GOR and Grants Officer (GO)

  • Support the GOR in post-award activities, reviews and analyses to identify management, financial, and administrative issues including award close-outs

  • Perform site visits of various grant projects and submits reports to the file in consultation with the GOR and GO

  • Liaise with grantee community to clarify, interpret, and resolve issues

  • Conduct risk assessments and business reviews

  • Recommend to the GOR on appropriate action to protect Government interests

  • Perform final review of completed grants in coordination with GO and GOR, making appropriate adjustments or disallowances, and processing close-outs

  • Assist the GOR to ensure compliance with all regulatory and legal requirements

  • Attend weekly staff meetings

  • Attend trainings on work-related duties, as need arises

  • Assist OES/OPA Deputy Director with program management

  • Other duties, as assigned, that fall within the scope of this contract

Qualifications: 


  • Active secret clearance

  • 2+ years of expereince with Grants management

  • Bachelor's degree preferred

  • Experience with marine science highly preferred

  • Experience with illigal fishing highly peferred

  • Project management experience, including familiarity with development issues and U.S. government grant management

  • Excellent interpersonal and oral communication skills

  • Excellent writing skills

  • Strong organizational skills and attention to detail, including follow-up on pending tasks 

  • Ability to operate significantly under own initiative and as part of a team, crafting proposals and recommending effective approaches to tasks

  • Ability to work with a wide variety of actors, including Grantees, Grant Officers, Grant Officer Representatives, the Front Office, the Executive Office staff, interagency colleagues, outside visitors, and facilities management at the Department of State

  • Exceptional experience with Microsoft Office 365

  • Ability to solve problems and encourage consistent, solid performance.

  • Proficiency in qualitative and quantitative research methods. 

  • English language (written and spoken) communications skills.

  • Ability to manage multiple tasks, coordinate activities in multiple locations, act decisively in daily work, and work well in a multi-cultural team environment.

  • Strong organizational, communication, interpersonal, and computer skills. 

  • Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision

  • Provide support with technical assistance, oversight, advice, expertise, and consultation to program officials, grantees, and sub-grantees

  • Prepare pre-award documentation necessary to award the grants/cooperative agreements, including minutes from review panels and action memos

  • Support program evaluation design, including monitoring and assessing grantee performance, and establishing performance measures
