Responsibilities:




  • Review all research of laws and policies governing the creation of the Department of Defense (DoD) Business Enterprise Architecture (BEA) to fully integrate technical data artifacts across the enterprise

  • Responsible to assist the Data Architect to maintain the data strategy, develop plans to operationally execute data objectives, while actually executing against them in order to achieve the data objectives from the 2025 HR IT Strategic Plan.

  • Responsible to improve the consistency, timeliness, quality, security and delivery of data. In addition, the EDA must streamline data flows and remove unnecessary costs from the complex, fragmented, heterogeneous data architecture that is found across our authoritative sources and data subscribers.

  • Provide direct input into the governance cycle for oversight and realization of Business Mission Areas

  • Work with Chief Architect, Data Architect, and IT Systems Solution Architect to transform and/or relate IT requirements (based on IT LRP) to applicable business processes and data

  • The position also requires an understanding of emerging regulatory issues surrounding information assets.

  • The responsibilities also include implementation of technical platforms that support the function, such as MDM and data integration tools.

  • Extend the organizations enterprise data repository to include sources not previously recorded. Extend the metadata available for existing Terms to include data quality, currency, and other relevant attributes.

  • Evaluate solutions for adherence to technical DoDAF requirements, integrated architecture requirements, and solution evaluation criteria needed to fully integrate the organizations architecture and enable the organization to meet the objectives in the Strategic Plan (consistent with the respective DoD and Army data strategies). 

  • Review IT solutions and define quality control process for governance, validation, organizational processes, and integrated DoDAF artifacts to identify and coordinate process change requests that enable the organization to more effectively meet specific strategic objectives and meet business needs.

  • Create and maintain a semantic layer for managed data sourced from within and from outside of the organization.

  • Perform Data Architectural reviews of projects introducing new applications or changing existing applications in order to identify and capture newly required or newly available information. Advise on the correct usage of existing data sources and prevent data fragmentation. Refine and adhere the Data Governance framework for COA’s to resolve data discrepancies or decisions required for non-authoritative data and information.

  • Document interfaces and data movement proposals to help perform Alternative Analyses, and record actual implementations in the Firm’s Enterprise Architecture Repository.

  • Define integrative views of data that simplify meeting quality of service requirements such as data currency, availability, and response times.

  • Configure and manage supporting MDM and data integration platforms.

  • Develop and execute against data plans in order to maintain the enterprise data architecture with data owners and data stewards and ensure accessibility of documentation via Enterprise Architecture Repository.

  • To participate in office or with virtual teams as requested by management. To participate in meetings related to the activities of the organization or related projects, when requested.

Minimum Qualifications:


  • Active secret clearance

  • 4+ years of experience in IT, and with information systems design.

  • Bachelor's degree in computer science, systems analysis or a related study, or equivalent experience.

  • Professionally certified as Technical Level II or III as defined by DODI 8570 (or if Technical Level II, able to attain III within 6 months)

  • In-depth experience designing and implementing information solutions.

  • Knowledgeable in the design and construction of data architectures that enable well-integrated transactional, collaborative and analytical systems.

  • Data/information modeling expertise at the enterprise level.

  • Understanding of differences between relational modeling and object modeling.

  • Understanding of taxonomies and ontologies.

  • Understanding of metamodels and semantic layers.

  • Knowledge of problem analysis, structured analysis, and design and programming techniques.

  • Experience with leading Data Architecture, MDM, and Integration tools (such as talend, Informatic, or similar).

  • Ability to establish and maintain a high level of customer trust and confidence.

  • Strong analytical and conceptual skills.

  • Experience with various information modeling techniques (such as data flow diagrams, entity-relationship diagrams or create/read/update/delete matrices).

  • Familiarity with business intelligence and data warehousing development techniques.

  • High-level understanding of relational database management systems and other data structures.

  • Five-plus years of demonstrated experience integrating and analyzing data, as well as designing, tuning, and developing, including Stored Procedures, Views and User-Defined Functions

  • 3+ years of demonstrated experience supporting a production environment.

  • Experienced and proficient in designing and developing of mappings, transformations, sessions, and workflows, and deploying integration solutions.

  • Extensive experience in ETL methodology for performing Data Profiling, Data Migration, Extraction Transformation and Loading 

  • Develops, maintains, and supports robust and sustainable data movement and transformation architectures for the enterprise-storage solutions and database technologies, both in the cloud and on-premises
