Overview

Louis Berger Services is currently looking for a full-time Regional Operations Specialist to manage, direct, and supervise special operations activities for roadway and bridge asset maintenance services in the mid-Atlantic and south east united states. The Regional Operations Specialist serves a critical role in Louis Berger Services (LBS) Infrastructure Asset Maintenance (IAM) practice providing operations support in a variety of subject matters: health and safety, project mobilizations, project execution, vehicle/equipment deployment and training, supervisory backfill, quality control and quality assurance, plan development and implementation, etc.

Responsibilities

Reporting to the Vice President, The Regional Operations Specialist supports multiple projects based on operational needs. The position is based in the northern Virginia/DC metropolitan area 50% of the time with travel to multiple projects operations in the mid-Atlantic and south eastern United States. Specific duties and responsibilities are as follows.

    Primary responsibility is Quality Control Manager/Supervisor on the Transurban project in the Washington, DC area an estimated 50%-70% of the time.
  • Serve as mobilization manager for new projects which may include travel for 2-3 months to open an office, purchase vehicles/equipment, purchase/receive materials and supplies, train employees, etc.

  • Serve as crew supervisor or area operations manager in various project locations to backfill short-term staffing vacancies.

  • Deploy to project offices and operations sites on long-term basis to fulfill operational duties and implement operations, maintenance and safety initiatives and programs.

  • Assist with the business unit's fleet management program to include monitoring periodic maintenance, vehicle life-cycle management, monitor inspection program, operator assessment and training, new equipment deployment and fleet compliance requirements.

  • Perform special operational assignments and work assignments as required by business unit leadership.

  • Serve as a leader for the LBS safety program and foster a positive safety culture in all areas of operations aimed at achieving our zero harm vision. Lead or assist in the implementation of the LBS/WSP health & safety program at the field operations level. Activities include implementation of the current programs, enhancements or roll out of new operations, and training/development of staff.

  • Disseminate best practices, leverage contract terms and conditions, spread peer knowledge across projects and develop project leaders.

  • Coordinate regional resources (e.g. employees, vehicles, equipment, subcontractors, etc.) to achieve synergies, identify efficiencies, and encourage collaboration amongst project teams.

  • Communicate regularly with subordinate employees as well as LBS management on the status of operations at project sites and elevate risks affected contractual or financial performance.

  • Assist with the development of maintenance work plans and various project plans yearly to accomplish all work needs.

  • Provide oversight or assistance with additional projects or special assignment as directed by the business unit management.

  • Understand and abide by ethical behavior and integrity standards per Louis Berger's Code of Business Conduct and demonstrates such to employees and stakeholders through leading by example.

Qualifications


  • Minimum of high school diploma or equivalent.

  • Ten (10) years of experience in operations management, transportation operations and maintenance, fleet/equipment operations, or incident/emergency response.

  • Five (5) years' experience supervising or leading field crews in operations and maintenance activities.

  • Five (5) years' experience in fleet operations management.

  • Demonstrated experience and qualifications in occupational health and safety.

  • Excellent leadership skills and ability to supervisor personnel and perform various roles within a diverse set of project teams.

  • Experience with Virginia Department of Transportation standards and specifications.

  • Must be willing to travel to perform short-term assignments. Majority of job duties are anticipated in to occur in the northern Virginia area with occasional travel to meet with project teams, oversee operations and meet with key clients and stakeholders.
