Job Description


Maintains a safe and healthy environment by identifying and anticipating concerns and hazards. Develops and enforces policies and procedures that comply with OSHA and executes Risk Reduction and Zero Harm programs. Functions as the safety specialist by developing and carrying out procedures that comply with OSHA regulations and effectively control accident and health exposures and insures adherence to environmental regulations. Devises, supervises, and coordinates training programs or media which increase proficiency in safe practices and promote safety awareness. Assists in examining new plans and specifications for new work processes or equipment to determine if all safety precautions have been included. Investigates accidents to ensure corrective action is taken to eliminate the root cause of the safety hazard. In this role, the Regional Health and Safety Manager (RHSM) will visit various projects and ensure the project is in compliance with applicable regulatory requirements and will ensure the North Wind safety culture is instilled on all projects. The RHSM will assist project supervisors and assigned project Site Safety and Health Officers (SSHO). The RHSM may need to periodically fill in for project SSHOs. Frequent travel is anticipated of short duration and occasionally longer term. Primary travel locations may include Hawaii and Guam, as well as other locations in the Pacific rim. Home base will be in Anchorage, Alaska. North Wind projects may include large construction, demolition, remediation, grounds support, and a variety of other activities.



    ESSENTIAL DUTIES AND RESPONSIBILITIES:



    • Oversees and assists in improving the health and safety and quality program for North Wind projects.

    • Assists in management and support of functional area of industrial hygiene and occupational safety for North Wind projects.

    • Establishes and maintains contact with NW's Corporate Health and Safety Manager, the NW Corporate Environmental, Safety, Health and Quality Director, the North Wind Chief Operating Officer, the Client Safety Advocate, subcontractor health and safety representatives, managers and supervisors as required to fulfill health and safety commitments on assigned projects.

    • Advises and supports NW Program and Project Managers relative to occupational health/safety, industrial hygiene issues, and Quality Assurance (QA) and Quality Control (QC) issues.

    • Anticipates and provides direction to project personnel on potential industrial hygiene and occupational safety problem areas and evaluates, recommends, and implements solutions or corrective actions.

    • Analyze work environments and design programs to control, eliminate, and prevent disease or injury.

    • Look for chemical, physical, radiological, and biological hazards, and work to make more equipment ergonomic.

    • Assists projects in approach to test and analyze air, water, soil, machines, and other elements of the work environment.

    • Conduct project inspections and inform an organization's management of areas not in compliance with State and Federal laws or employer policies.

    • Advise management on the cost and effectiveness of safety and health programs and provide training on new regulations and policies or on how to recognize hazards.

    • Develop methods to predict hazards from historical data and other information sources.

    • Help investigate accidents and study its causes and recommending remedial action.

    • Frequently communicate with management about the status of health and safety programs. In addition to daily communications with project personnel within the region, the RHSM will be in frequent communication with the Corporate Health & Safety Manager; the Corporate Environmental, Safety, Health and Quality Director; and the Chief Operating Officer.

    • Write reports, including accident reports, and enter information on Occupational Safety and Health Administration recordkeeping forms.

    • Assist in the development of occupational health and safety systems.


    OTHER DUTIES AND RESPONSIBILITIES:



    • The ideal candidate should also have a Quality Assurance (QA) background on projects and has preferably served as a Construction Quality Control (CQC) Manager.

    • The RHSM will track deficiencies and any corrective actions through completion.

    • The RHSM will develop Lessons Learned to be shared companywide.



Qualifications


To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Education and Experience:



  • B.S. in a science, engineering, health and safety or related discipline preferred.

  • Ten years' experience in applied occupational health and safety with emphasis on construction safety and industrial hygiene.

  • Five plus years of CQC or related QA experience.


Skills and Abilities:



  • Broad knowledge of applicable government health and safety regulations and standards.

  • Experience with implementation and embedding of OSHA (or equivalent) compliant Safety Management System in various projects including remediation/construction environment.



  • Oral and written communication skills.

  • Strong interpersonal skills.

  • Superior organizational abilities.

  • Ability to take initiative, to maintain confidentiality, to meet deadlines, and to work in a team environment essential.

  • PC-based computing experience (MS Word, Excel, PowerPoint, Access) essential.

  • Ability to work under tight deadlines and handle multiple/detail-oriented tasks.

  • Communication: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from managers, clients and customers.

  • Skill sets: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

  • Reasoning ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in

  • Understanding of industrial hygiene equipment and sampling techniques as well as regulatory requirements related to industrial hygiene monitoring.


Qualifications Preferred:



  • B.S. in a science, engineering, health and safety or related discipline preferred.

  • OSHA 30-hour safety course (preferably Construction Safety)

  • Hazardous Waste Operations and Emergency Response (HAZWOPER) 40 hour

  • Prefer current First Aid/CPR training

  • Asbestos Awareness;

  • Lead Awareness

  • Certifications such as CSP, CIH, OHST, CHST and CMSP considered a strong asset.


Special Requirements:



  • Valid Driver's License.

  • Flexibility in working odd hours. Ability to travel and with short notice.
  • Must be able to pass a background check and be allowed access to federal installations.

  • Local Hire in Anchorage, Alaska preferred with ability to travel to all parts of Alaska and to Hawaii, Guam, and other locations associated with the Pacific Rim.


Physical Demands:



  • Ability to sit and/or stand for extended periods of time.

  • Ability to walk, reach with hands and arms, talk, and hear.

  • Ability to perform repetitive movements of the fingers, hands, wrists and arms.

  • Ability to frequently lift and/or move up to 20 pounds and occasionally lift and/or move up to 50 pounds.


Working Environment:



  • While performing the duties of this job, the employee is exposed to normal office conditions as well as potentially hazardous conditions while on project sites.

  • The noise level in the work environment is usually moderate.
