Northrop Grumman Aeronautics System is seeking an experienced Manager of International Trade Import /Principal Import Officer (PIO) for our location in El Segundo, CA. This position will report to the AS Sector Director of Logistics.
The PIO supports the development and growth of NGC Aerospace Aeronautics ITC organization with import compliance, policies, procedures, training, assessments, and operations along with import transactions to ensure compliance with all import and related export laws and regulations. The position also includes operations knowledge and experience supporting manufacturing and production schedules
Roles & Responsibilities

  • Responsible for maintaining and driving process improvement for NGC- AS import framework to meet corporate-wide customs compliance policies, standards, and processes are consistently implemented across the sector.
  • Primary sector point of contact for providing technical expertise related to HTS classification, customs valuation, preferential origin determinations (e.g., free trade agreements), duty deferral programs (e.g., foreign trade zone, inward processing/bonded/bonded regimes), customs declaration and clearance.
  • Develops strong Customs internal controls that include writing procedures and reports, monitoring/analyzing ACE and internal data, conduct risk assessments and self-assessments, and develop and delivering training programs. The internal controls will take export compliance & licensing regulations and processes into consideration for the transactions that cycle import-to-export (vice versa).
  • Work directly with the sector sites, Global Import Management and Export-Import Law group in responding to all official U.S. Customs and Border Protection (CBP) and other government requests, focused assessments, and other import related inquiries.
  • Serve as the sector Customs record-keeper, leading all aspects of the Customs electronic record storage process. Understands & supports or own thee sector management of Trusted Trader, CTPAT, and AEO requirements.
  • Provide subject matter expertise to develop content for employee import compliance training for the sector import community, other functional organizations, and enterprise ethics. Content development would include regulatory requirements, application of customs regulations and permit processing, importer due diligence standards and requirements, customs recordkeeping, and document preparation. Include export compliance and licensing subjects as they apply to sector activity.
  • Collaborate in the ongoing development of global trade automated compliance solutions to streamline Customs data management and Customs requirements within the sector. In a proactive manner, supervise U.S. government programs and regulatory requirements, develop, plan and implement internal programs/policies that will ensure NGC is a low risk importer/exporter with CBP.

  • The PIO will collaborate with sector transportation to support/lead corporate-wide commercial contract negotiations and quarterly business reviews with corporate supply chain providers (international carriers, freight forwarders/customs brokers).
  • Communicate and coordinate import and export processes and procedures with sector organizational departments.
  • Be the subject matter authority in import compliance and export operations in support of assessment teams to identify import related risks and support the design of import compliance import assessments and internal audits and management of corrective actions.
  • Participate in Law Department reviews of potential import non-compliance, and tracking of corrective actions to assure implementation.
  • Establishes operational processes for assuring trade compliance through gate reviews of technical data, foreign travel, foreign visits and export and import shipments including Harmonized Tariff Schedule (HTS) and Schedule B classification reviews
Requisite Skill Set for Success
  • Strong technical leadership in cross-functional teams to support development of in-country NGC entities to ensure business procedures and processes support transactional compliance with government regulations. Also includes operational experience to understand and estimate impact of processes on schedule and transactional basis.
  • Ability to travel, approximately 20%.
  • Participate in NGC, US Government, and trade association committees/working groups.
  • Communication: Ability to write clearly and concisely to effect process changes. Able to speak to all levels of management and present material in front of large audiences.
  • Understand trade automation and various order management systems to build in Customs compliance controls and Customs entry reporting.

  • This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.





Qualifications:




Basic Qualifications:
  • Master's degree with 8 years' experience OR a Bachelor's degree with 10 years experience OR a High School diploma/equivalent with 14 years' experience in customs brokerage, freight forwarding, international trade, import/export and/or industry related experience.
  • A valid U.S. Customs Broker license
  • Direct trade experience, including import and/or export operations, licensing, and import compliance.
  • Must have excellent written and oral presentation communication skills.
  • Experience leading a process, project or team
  • Must be a strong leader with the ability to interact and collaborate with a variety of corporate, sector, and government personnel.
  • Must exercise excellent judgment and decision-making skills based on a clear understanding and application of government regulations to the sector's international trade activity.
Preferred Qualifications:
  • 5 or more years' work experience as an Import Official or equivalent International Operations manager with direct trade industry related experience, preferably including import and/or export operations and licensing as well as import compliance experience.
  • 6 or more years' experience of U.S. Export and Import Regulations - FTSR; ITAR; EAR; CFR 19; ATF
  • Solid understanding of NGC Corporate and Sector Import and export policies and procedures
  • Experience with global IT infrastructure and data feeds
  • Lead major, complex projects and complete them on a timely basis
  • Using effective communication and interpersonal skills, will Lead teams to accomplish goals across organizational and functional boundaries without direct-line supervisory authority over the team members while leading cross-sector/cross-functional projects
  • Active DOD Secret Security Clearance or be able to obtain and maintain
