SG&R's Governance and Youth Economic Opportunities (GYEO) Division works on improving governance practices at the national, regional, and local levels that promotes development, ensures equitable access to resources, and delivers effective services that meet people's basic needs. GYEO also focuses on ensuring that best practices at the local and regional levels inform national policy reforms and contribute to strengthening democratic decentralization processes, foster sustainable economic growth, job creation, and increased standards of living. Our comprehensive, evidence-based economic and workforce development programs help to create employment opportunities for youth, women, and disadvantaged populations in developing countries, building local capacity to design and implement systems that align education and training systems with employer needs.

Position Description:

RTI's GYEO Division is seeking a Governance and Public Financial Management (PFM) Specialist to provide technical thought leadership in governance and PFM and help RTI to successfully expand its international portfolio of projects in governance and PFM. The position will report to the Technical Director of Governance.

We are looking for a technical expert with proven success applying evidence, good practice, and innovations to design and manage effective governance programming with specific expertise in PFM. Experience with fiscal reform, macroeconomic development, and/or effective approaches to countering authoritarianism is preferred. The position is a mix of new business development, technical assistance to existing RTI governance and cross-sectoral projects, project management, strategy development, and research.

This position would be based in Washington, DC or the Research Triangle Park, North Carolina (RTI headquarters). Telecommuting and international telecommuting will be considered on a case-by-case basis. The position will be expected to travel internationally up to 30% of the time when COVID restrictions are lifted.

Responsibilities include but are not limited to:

Business Development and Growth (60%)


  • Lead and write technical proposals, concept notes, and expressions of interest for governance and PFM opportunities.

  • Conduct capture, partner identification and development, and other business development activities for governance and PFM opportunities.

  • Lead and/or contribute to design and methodology development aligned with governance and PFM best practices.

Technical Assistance and Project Management (40%)


  • Provide technical assistance to governance and PFM projects, including field-based short-term technical assistance.

  • Contribute to the development and adaptation of existing technical approaches and tools in governance and PFM.

  • Stay abreast of USAID headquarter and mission trends around governance and PFM programming.


  • Provide thought leadership through articles, blogs, and presentations to USAID, clients, and peer organizations.


  • Serve as project manager for existing or new governance projects.

Research, Technical, and Scientific Stature (10%)


  • Participate in research initiatives to drive innovation, adaptation, and learning of governance and PFM programming.

  • Contribute to technical articles, papers, reports, blogs, and social media posts as well as give presentations, seminars, and workshops on governance and PFM topics.

The anticipated pay range for this role is between $80,000 - 110,000.

Qualifications:


  • Bachelor's Degree in public administration, economics, political science, or related field with a minimum of 8 years of relevant work experience; or master's degree in public administration, economics, political science, or related field with a minimum of 6 years of relevant work experience.

  • At least 6 years of experience working in the international development governance sector including specific expertise on public financial management, domestic resource mobilization, taxation, budgeting, and debt management at the local and national government levels required.

  • Experience with anti-corruption, countering authoritarianism, applied political economy analysis, integrated governance across sectors, and adaptive management a plus.

  • Demonstrated experience performing business development roles, especially writing and/or leading governance and PFM proposal strategy for USAID-funded opportunities required.

  • Demonstrated experience managing and implementing PFM and governance projects funded by USAID, UKAID, or other key donors in the international development sector strongly preferred.

  • Demonstrated short- and long-term experience working in developing countries required.

  • Ability to work in a fast-paced environment and meet deadlines under pressure.

  • Ability to work collaboratively in teams.

  • Excellent knowledge of MS Word, Outlook, PowerPoint, and Excel.

  • Excellent oral and written communication skills as well as interpersonal skills.


  • Fluency in spoken and written English required and another language a strong plus (French and/or Spanish preferred).
