Job Description:


Moffatt & Nichol is actively looking for a Federal Contract Specialist to join our Legal team and can be located in any of our U.S. offices listed below. As part of the legal department this position will support, administer and liaise with all levels of corporate management on issues related to US Federal contracts and related compliance issues. Offices this position can be based out of include: Atlanta, Baltimore, Costa Mesa, Federal Way, Fort Lauderdale, Houston, Miami, Mobile, New Orleans, Norfolk, Orlando, Raleigh, Richmond, San Diego, Savannah, Seattle, Tampa and Walnut Creek.

Duties and responsibilities:


  • Act as the subject matter expert on Federal Procurement, including FAR, DFAR, CFR and PL compliance

  • Maintain familiarity with relevant US Federal laws and regulations affecting the A-E industry

  • Leads federal contracting efforts.

  • Managing and administrating federal contracts and subcontracts.

  • Contract review and analysis, including identification and integration of prime contract flow down terms and conditions in subcontracts and similar agreements

  • Coordinate completion and submittal of proposal/contract related administrative documents

  • In coordination with legal team may negotiate contracts.

  • Responsible for maintaining, updating and renewing SAM registration

  • Coordinate (with Accounting, Project Manager, Marketing, etc.) and manage the administrative set up and registration of newly established Joint Ventures and other entities, including TIN registration, etc.

  • Provide due diligence support of projects with new Clients/JV's/Teaming arrangements

  • Support, assist and coordinate with Federal Practice Group management

  • Assist with internal and external audits

  • Research and address various legal and compliance issues

  • Work closely with internal and external counsel and other legal resources, as necessary

  • Assist in preparation of training materials and perform actual training/webinars

  • Answer questions, resolve escalated issues

  • Assist project/capture managers with drafting Joint Venture Agreements and Teaming Agreements

  • Assist with developing and tracking subcontract agreements

  • Track subcontractor compliance with subcontract requirements

Qualifications:


  • Bachelor's degree or equivalent work experience. Required

  • 5-8+ years of related experience with federal procurement in the Architect / Engineering / Construction industry. Required

  • Paralegal certification preferred

  • Non-technical skills:

    • Detail oriented and efficient

    • Strong convictions and the willingness to stand by difficult decisions

    • Experience with business protocol to communicate/ consult with team members, clients and management

    • Excellent knowledge of laws and regulations applicable to AEC industry, legal entities, US and international operation

    • Excellent time management, writing / communication skills, decision making, presentation, human relations, and organizational skills



  • All new hires will be required to successfully complete and pass a pre-employment (post offer) background check in compliance with NIST 800-171

Working conditions:

This position is situated in an office environment.

Physical requirements:

Sit for long periods of time, routinely uses standard office equipment, such as a telephone, computer, photocopier and filing cabinet. Interact with clients, and travel occasionally.
