The Need

The Grants Business Analyst is a key role on the Global Grants team that supports the financial aspects of all phases of grants management at IJM. This role will require active engagement in award lifecycles, ensuring responsible fiscal oversight and management. The Analyst is responsible for overseeing compliance with internal and external stakeholder policies guaranteeing reliable and complete financial documentation. The position is also responsible for monitoring grant budget utilization rates and coordinating quarterly portfolio-wide forecasts of revenue and expense on grants.

This position is based at IJM Headquarters in the Washington, DC area and reports to the Global Director, Grant Partnerships.

We will begin reviewing candidates for this role the week of June 28, 2021.

Responsibilities

Cost Proposal Development


  • Review grant solicitations and support the cost proposal development process: consult proposal team on key cost elements, including application of the appropriate shared cost methodology and indirect cost recovery;


  • Respond to ad-hoc inquiries during the budget development process and elevate when appropriate;


  • Facilitate field programs’ use of budget templates and guidance in line with donor requirements, best practices and internal requirements; and


  • Review draft budgets submitted by regional teams and partners and provide recommendations to the Grants Finance Specialist regarding final sign-off.


Capacity Building


  • Contribute to virtual and in-person training sessions for global staff on topics related to grant budgeting, financial management and donor rules and regulations;


  • Contribute to ongoing revisions and improvements to IJM’s Grant Management policies and procedures, standards, best practices, resources and training materials in collaboration with other members of the Global Grants team;


  • Maintain and update training materials and job aids for IJM users based on changing system requirements and functionality for Workday Awards module;


  • Support Grants team capacity building efforts:  contribute toward in-house training curricula and facilitate third-party training opportunities relevant to grants work;


  • Provide hands-on guidance to field staff in using IJM grants financial management tools and templates; and


  • Assist with training for first time sub-recipients – ensuring accurate reporting/fund requests.


Budget Consultation and Communication


  • Become conversant in high-priority issues across the grants portfolio including: spending rates, budget variances, approaching deadlines, and compliance weaknesses;


  • Provide data management support for financial analysis and review;


  • Effectively utilize financial systems for effective award management;


  • Serve as an ally and advocate for field programs facing financial management challenges;


  • Model good stewardship of IJM and sponsor resources;


  • Encourage adoption of good financial management practices throughout the grants lifecycle;


  • Develop close working relationships with regional and country program staff responsible for grants finance matters;


  • Seek out opportunities to learn about elements of IJM’s work that are beyond the boundaries of the Grants Team in order to deepen contextual understanding;


  • Effective oral and written communication with peers in the financial management community on sometimes technical finance/accounting topics;


  • Communicate clearly and constructively with non-financial stakeholders to guide them through financial procedures/processes;


  • Utilize spreadsheets, tables, charts, and other presentation modes to effectively convey big-picture financial concepts; and


  • Learn and effectively communicate IJM’s financial guidelines, policies, and procedures.


Documentation, Reporting & Data Management


  • Provide analysis and feedback on spending trends;


  • Report and act upon deviations/problems correlating to active grant budgets;


  • Review audit reports and highlight issues for follow-up;


  • Manage financial data needed for tracking grants KPIs;


  • Model appropriate application of technology to grant-related financial management; and


  • Navigate, utilize, and potentially upgrade internal databases and commonly used spreadsheets.


Requirements:


  • Bachelor's Degree in Finance/Accounting/Business Management required;


  • Minimum of 3-5 years’ experience with grant financial management. Strong experience with successfully leading cost proposal processes with the U.S. government required;


  • Experience in financial management of foreign government, foundation and international/multilateral funding strongly preferred;


  • At least one year of experience should include responsibility for procurement;


  • Experience in financial aspects of award management through full cycle of grant;


  • Advanced understanding of Microsoft Excel (this skillset will be formally assessed as part of the recruiting process);


  • Intermediate knowledge of grant accounting principles;


  • Familiarity with the Uniform Guidance applicable to U.S. government awards and similar regulations applicable to other public and multi-lateral funding sources;


  • Ability to collaborate and communicate effectively;


  • Ability to work with competing deadlines and priorities;


  • Intellectual curiosity driving innovative approaches to challenges; and


  • Negotiation skills/diplomacy.
