For years EMCOR Group, Inc. has been the largest mechanical contractor, and the second largest electrical contractor in the United States. ECS performs projects that are up to several hundred million dollars in revenue, as well as thousands of small projects. The type of facilities built by ECS companies include hospitals, data centers, transportation and water infrastructure, power plants, a variety of buildings (hospitality, office, residential, education, and institutional), refineries, food processing plants, etc. ECS designs, installs and maintains high-performance mechanical and electrical systems that enable safe, effective, and high-quality lighting, electricity, security, plumbing, heating, cooling, and power generation.



Position Summary


The Regional Human Resources Manager (RHRM) is a newly created position that will provide Trautman & Shreve in Denver, Colorado, Hansen Mechanical Contractors/Dynalectric Company Nevada in Las Vegas, (potentially a location in Arizona in the future) with a high level of Human Resource Generalist expertise. The RHRM will also manage and support Recruitment initiatives for Mechanical OpCo's located in the Western Region U.S. This role will balance leading overall HR/Recruitment initiatives with the hands-on day to day administrative responsibilities. Priorities will include providing guidance to company leadership and serving as the HR subject-matter expert for matters related to employment including recruiting and onboarding, employee relations, compensation, benefits, HR compliance, and HR training. The RHRM will provide oversight for the administration of all benefits including communications during benefits open enrollment. The RHRM will support each assigned Operating Company (OpCo) by ensuring good business practices and compliance with each of the assigned Operating Company's are in alignment with ECS policies and procedures, public company requirements and EMCOR's core values of Mission First. People Always.



Compensation Range: $85,000-$105,000


Other Compensation: Eligible to receive an annual discretionary bonus in accordance with Company policy



Essential Duties and Responsibilities


Include the following. Other duties will likely be assigned.



  • The Regional Human Resources Manager (RHRM) will provide each Trautman & Shreve in Denver, Colorado, Hansen Mechanical Contractors/Dynalectric Company Nevada in Las Vegas, (potentially a location in Arizona in the future) with a high level of Human Resources Generalist expertise and with a high level of confidentiality;

  • Manage and Support Recruitment initiatives for Mechanical OpCo's located in the Western Region U.S.;

  • Build and maintain professional relationships with employees and business leaders of assigned OpCo based on the values of mutual respect and trust, integrity, teamwork, commitment to safety, discipline and transparency;

  • Collaboratively work with OpCo leadership to review, update, notify and distribute policy changes/updates;

  • Partner with executive management to develop and execute plans that optimize talent, structure, process and culture;

  • Manage the recruiting and selection process (Identify talent needs, recruiting approaches, ensuring HR compliance throughout hiring and onboarding process);

  • Posts job vacancies using UltiPro, outreach to local agencies, manage applicant flow and work with hiring managers to ensure qualified candidates are hired using legally compliant methods;

  • Generate applicant (post-offer) and employee background checks;

  • Support OpCo Leadership with identifying potential employees for the ECS PEP (Professional Development) Program;

  • Investigate and resolve employee relations issues, which include analyzing evidence, applying relevant laws, policies, and precedents in order to reach sound conclusions;

  • Assist in investigations, education, discipline, reporting and compliance matters;

  • Act as HR subject matter expert; ensure policies are consistently applied as it relates to employee relations;

  • Provide counsel and guidance to employees and managers regarding company policies and procedures; provide policy interpretation;

  • Creates compliant annual Affirmative Action Plan and ensure Federal government compliance and prepare regulatory reports as required (AAP, Vets-4212, EEO-1, etc);

  • Coordinate, conduct and record annual benefits open enrollment as directed by ECS and OpCo Leadership; explain company benefits to employees and respond to questions about benefits; assist in resolving escalated health and welfare benefits issues;

  • Provide HR compliance training including but not limited to, harassment free workplace, diversity, and EEO to employees;

  • Record, update and manage employee data and address authorized inquiries and provide information to OpCo leadership for personnel actions;

  • Facilitate, participate in and record employee reviews, accolades, reprimands and terminations;

  • Responsible for overseeing and administering leaves of absences in accordance with relevant laws. Provides necessary paperwork to employees;

  • Serves as the primary point of contact for employees seeking reasonable accommodations. Ensures all accommodation processes are in accordance with relevant laws;

  • Responsible for ongoing compliance of maintaining employee files and associated records in accordance with all state and federal requirements.

  • Prepare and submit responses to industry salary and other HR/Benefit related surveys;

  • Collaborate and cooperate with peers to share best business practices;

  • Travel to assigned OpCo's as needed up to 25%

  • Lead and participate on special projects as assigned.



Qualifications

Position Requirements



  • BA/BS degree from an accredited four-year college or university in Human Resources or similar field; OR an equivalent combination of education and experience in the construction industry. PHR/SPHR certificate a plus;

  • MA/MS Degree from an accredited college or university in Human Resources or similar field preferred;

  • Two to five years recent related experience in HR with an emphasis on employee relations, benefits administration, and compliance;

  • Two to five years "hands-on" Recruiting experience. Experience recruiting for Construction Estimators/Project Managers a plus;

  • Experience working in the Construction Industry for a Mechanical/Electrical Contractor preferred;

  • Knowledgeable of Union Collective Bargaining Agreements preferred;

  • Significant working knowledge of federal, state and local laws governing employment and federal contractors;

  • Proficiency in Windows OS and Microsoft Office (i.e., Word, Excel) applications.

  • Working knowledge of UltiPro or similar HRIS preferred;

  • This position will reside in Las Vegas, Nevada. Must also be able to travel to assigned Operating Company in Denver, Colorado and (potentially a location in Arizona in the future) and to corporate meetings within the US by land or air as needed up to 25%.

Physical Demands


While performing the duties of this job, the employee is regularly required to talk and hear; move within the office to retrieve files and meet with employees in their offices or conference room. This position requires ability to work at a computer (reading and keying) for extended periods of time. This role requires communicating verbally and in writing one on one, in small groups, as well as presenting to larger groups of employees. Infrequently required to travel by car (as a passenger or driver) or by airplane.
