Responsibilities: 


  • Assist in program development, program management, country assessment planning, and oversight.

  • Assist in organizing and notetaking for intra-departmental and interagency meetings.

  • Maintain files, including strategic documents, individual country work plans, program budgets, and assessment plans and reports.

  • Assist in the preparation, administration, and maintenance of required lifecycle contract and grant documents for pre-award, award, post-award, and closeout.


  • Assist in the preparation and administration of the program’s financial milestones throughout the grant and contract lifecycle, including pre-award, award, post-award, and closeout to include:

    • Funding requisitions requested and approved by the Grants Officer Representative (GOR) or Grants Office (GO).

    • Preparation of invoices and associated documents for the GOR or GO’s review and approval.




  • Participate in program review meetings and attend meetings that pertain to on-going programs and new requirements, as required;

  • Assist in coordinating efforts with the acquisition management office on grants related issues;

  • Attend office, team, and program meetings, as required;

  • Travel to monitor programs as required;

  • Serve as one of the office’s point of contact for grants related vetting matters.

  • Utilize classified resources from the Bureau for Intelligence and Research (INR) and other offices to perform classified searches, analyze sources and content to determine whether there has been a gross violation of human rights or other derogatory offense.

Minimum Qualifications:


  • Bachelor’s degree in International Relations, International Development Management, or Public Administration preferred; 

  • Strong analytical skills;

  • Highly organized;

  • Strong written and oral communications skills;

  • Willingness to work as a team player in a fast-paced environment.

  • Minimum of 1 year of related experience

  • Knowledge of cost analysis techniques and ways to evaluate programs;

  • Familiarity of human rights and democracy records of foreign governments and an understanding of applicable international standards of human rights;

  • Active TS clearance

  • Familiarity of grant management 

  • Familiarity of the principals, theories, and practices of international relations; ix. Able and interested to quickly get up to speed on:

    • Current federal grant policies and regulatory agencies

    • Current federal budget policies and regulation and the ability to apply them to the work environment.
