Position Description:
Kalman & Company, Inc. is seeking a Program Analyst Level III in support of the Joint Project Manager Protection (JPM P) Office in Stafford, VA.


Specific Duties:


  • Use and apply acquisition programmatic and technical program management support for operational concepts

  • Use planning, analytical, problem solving, organizational, and leadership skills to support the following:

    • Interaction with horizontal/vertical stakeholders

    • Work and project prioritization

    • Gathering, analyzing, and presenting facts and positions using data collection techniques and tools

    • Identifying problems and developing innovative solutions

    • Planning and executing programs, projects, or studies within established constraints (e.g., funding, schedule, etc.)



  • Evaluate recommendations, analyze and collect information and support documentation and assist staff and leadership in making informed and sound decisions

  • Use and apply Department of Defense (DoD) acquisition processes

  • Develop oral and written communications, and shall speak clearly

  • Use Joint CBRN strategic, operational, and tactical capabilities to apply Joint operational concepts projects and programs

  • Provide on-going analytical and senior-Level: program management support, assisting to facilitate and coordinate daily staff operations, communications, and processes

  • Plan, organize, and develop program management techniques and internal controls for acquisition programs and support functions

  • Oversee day-to-day operations, determining program objectives, monitoring engineering activities (i.e., design, development, modification, and analysis systems and their associated components), and performing analysis of program cost, schedule, and performance

  • Provide technical acquisition strategy support to leadership

  • Recommend strategies, review schedules, identify issues, and recommend actions to meet program milestones

  • Gain concurrence, approval, and consensus from stakeholders on various issues

  • Provide a consistent presence to relay issues, concerns, and perceptions of key stakeholders

  • Interact with Government and contract support personnel who oversee discrete elements of the acquisition program

  • Monitor project schedules to ensure proper resources and risks are recognized and mitigated

  • Work with disparate functional groups and team members in order to understand, analyze, execute, and communicate acceptable solutions to overcome challenges and mitigate cost, schedule, and performance risks

  • Assist in developing and executing trade-off analyses to support optimization of capabilities

  • Review internal and external reports and briefs, including those of other agencies, and provide concise analyses of the documents, including relevance and impact

  • Interpret specifications, requirements, and technical data

  • Prepare detailed briefings

  • Chair IPT meetings when needed, providing guidance for all programs. In addition, facilitate various meetings and discussions with internal and external stakeholders

  • Assist in the development of documentation, provide advice, and analyze data for informational and pre-decisional program meetings

  • Lead or assist in preparation and support of PMRs, IPTS, and other meetings

  • Deliver presentations and briefings to leadership

  • Draft, develop, review, analyze, and staff critical acquisition documents, reports, and briefings, memorandums, briefings, information papers, issue papers, meeting meetings, etc.)

  • Provide coordination and staff support at meetings, program reviews, conferences, and briefings by producing the agenda and meeting minutes, preparing presentation materials and displays, hosting or participating in the event, and recording and tracking action items

  • Track the status of action items and assigned milestones, ensuring deadlines are met

  • Respond to internal and external requests for information

  • Maintain a library of product/program-specific electronic files and applicable reference materials for programs assigned

  • Collaborate with external stakeholders on experimentation and demonstrations to identify opportunities where the JPEO-CBRND can develop future capabilities in response to evolving strategic operational threats and advise staff on potential program initiatives

  • Work closely with internal and external teams and agencies to identify and understand acquisition processes, applying those processes to the JPM Protection portfolio

  • Interpret North Atlantic Treaty Organization (NATO), ABCA, Joint, multi-service, and Service doctrine, policy, and concepts, applying the interpretation to JPM Protection programs

  • Develop emerging Concept of Operations (CONOPS), Tactics, Techniques, and Procedures (TTPs), and Enterprise activities. In addition, be subject matter conversant on Service TTPs

  • Provide acquisition and technical program management support on CBDP and the DoD Instruction (DoDI) 5000.02, serving as an acquisition advisor to the JPM Protection

  • Evaluate, define, analyze, and recommend strategies and potential systems to meet Chemical and Biological (CB) threats, and assist in integrating emerging JPEO-CBRND technology to augment systems under development

  • Assist in development of CBDP-supported demonstration campaigns encompassing actions immediately after an attack or incident

  • Provide advice on improving and incorporating Service equities into the CBRN requirement process in order to meet Joint community needs

  • Establish and improve a continuous dialogue and engagement between the Marine CBRN Combat Developers, other interested Services, Material Developers, and JPM Protection staff

  • Engage with stakeholders at meetings and discussion forums, liaise with other organizations and provide insight to the Services' staffs

  • The contractor shall, independently or working in conjunction with other JPM and JPEO-CBRND personnel, prepare documentation addressing the impacts of policy, program, performance, and budget changes in assigned programs and articulate how these changes affect JPM Protection's ability to execute the program and perform life cycle management

  • Represent JPM Protection at various formal and informal conferences and meetings with senior-Level officials as well as key personnel from other activities/agencies to ensure issues and concerns are adequately addressed. In addition, back-brief the JPM Protection after each event

  • Assist in identifying, developing, and expediting materiel solutions for validated Chemical and Biological Defense (CBD) and Service deficiencies, and tailor all DoDI 5000.02 documentation requirements for each individual program and strategy, developing the documentation in accordance with the latest regulatory, statutory, and JPEO-CBRND policies

  • Participate in acquisition management activities (e.g., Overarching/Working IPT meetings, milestone reviews, etc.), and develop, provide input, and review strategic documents and processes. In addition, review and analyze Joint and Service requirements, products, and processes to ensure compatibility with overall acquisition systems planning

  • Acquire access to and use/operate the JPM Protection's Secret Internet Protocol Router Network (SIPRNET) and Communications Security (COMSEC) telecommunications services





Minimum Required Education/Qualifications:


  • A Bachelors Degree and six (6) years of general experience, and four (4) years relevant

  • Active Secret Security Clearance





Preferred Education/Qualifications:
Defense Acquisition University (DAU) Level III certification, or the equivalency, in Program Management is desired.
