Overview

The Manager- Project Implementation is responsible for directing and controling the activities of large and/or technically complex network installations and upgrades for multiple service markets. This includes monitor budget, planning, equipment delivery and installation. Project manages the efforts of TDS resources, general contractors and their subcontractors, and installation vendors. Coordinates larger projects of major magnitude and multiple growth projects; and provides strong technical leadership to local operations personnel on telecommunications products and services and equipment interfaces. Also assist other areas of the organization with Sales, Finance, Marketing, and Government and Regulatory opportunities that require a detailed understanding of our network.

You must be able to communicate with multiple stakeholders to understand the value proposition of each project and project request. You must be able to influence others without the benefit of organizational authority. Must be able to achieve success through effective use of teams and be able to demonstrate personal adaptability in a changing environment. Must be able to demonstrate effective use of process and use of judgment to adapt processes as the situation demands.

Responsibilities

Project Manager for all approved network projects including:

    Establishes project orders/numbers directly using SAP financial and Project Management application(s). Provides project direction to Field Services and other TDS and third-party resources. Monitors and directs project to ensure on-time and on-budget delivery within scope and of high quality. Provide all coordination and scheduling activities utilizing management aids such as project plans, reports and charts. Track the capital budget expenditures for assigned projects and provides reporting from SAP as needed. Comply with all Sarbanes-Oxley 404 requirements and processes. Responsible to ensure closure of project to include but not limited to; budget, invoice, contract, retirement-of-units related to the capital project. Ensure quality audits/inspections are completed during construction. Make sure all construction practices are adhered to and see that required acceptance tests are made per TDS standards. To include, but not limited to new market expansion construction and implementation projects.
  • Works with Capacity management teams to identify network needs and requirements. Responsible for insuring the adequacy of all network facilities through the administration of the Project Request process. Receives all project requests from the assigned operating companies and works with operations teams to evaluate the network requirements and facilitates the appropriate capital management process. Provides information on status of projects and capital budgets for assigned operating companies to capital budget stakeholders. Is responsible for forecasting future budget needs within the positions scope of responsibility.

  • Manage procurement and contract processes for capital projects per company practice. Manage and obtain internal and external resources for equipment installations as required.

  • Provide high level engineering consultation to ensure the technical feasibility of customer applications for the deployment of ON/Off Net digital carrier systems and minor cable rearrangements to provide for economical relief on cable routes nearing full utilization. This may include meeting with customers, assessing technical and network needs, and assisting in preparing solutions for those customer needs.

  • Provide subject matter expertise to the Sales, Finance, Marketing, and Government and Regulatory teams in the organization when a detailed understanding of our network is required. This may include participating in rate case planning pertaining to network and expert witness representation. Facilitator and point of contact in assigned market for internal and external ILEC collocation process. For external ILEC collocations will be subject matter expert for interconnection agreement.

  • Evaluate and recommend changes in methods and procedures in assigned area of responsibility.

  • Remains current with installation procedures and regulatory process in order to assist in the planning of network change and to be able to prepare and submit reports to the Manager.

  • Serves on internal and external committees and work groups relative to network issues.

  • Perform rudimentary office administration functions.

Qualifications

Required Qualifications


  • Bachelor's degree (or higher) -OR- 4+ years' professional work experience

  • 6+ years' experience in a project management environment

  • 4+ years' of project management experience with budget responsibility

Other Qualifications


  • Average of 25% time travel, overnight stays required

  • Experience in engineering, design, or installation in the telecommunications industry

  • Supervisory experience preferred

  • Process Improvement training and experience

  • Project management experience of multiple simultaneous projects. Applicant is to be; Self motivated / Positive attitude / Personal sense of urgency / Ability to perform in a self directed environment

  • Excellent planning skills and the ability to make decisions that balance the needs of the organization with the needs of an individual group required

  • Effective organizational and facilitation skills required

  • Effective supervisory, leadership, customer relations and communications skills (verbal and written) required

  • Network element installation, implementation and integration

  • Knowledgeable of PC hardware and software as applied to engineering and analyses (including but not limited to project management applications, word processing, databases, spreadsheets, on-line service, SAP, and electronic mail)

  • Ability to integrate diverse needs and priorities into cohesive strategies with the ability to effectively sponsor those needs within the organization required

  • Must have and maintain a valid driver's license

  • Telecommunications engineering: Inside plant, Outside plant and Data Network

  • Network element installation, implementation and integration
